called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: No public comment at this time. COMMISSIONER/MEMBER COMMENTS:

Mr. Blundo

stated that he had a couple of safety issues he wants to bring before the board. He was called out to the scene of an accident on Linda and Wilson near the Hospital. He was informed that it was very dark in that area and was wondering if we could get a light of some sort in that intersection.

is also looking forward to seeing bike paths in that area at some point.

Mr. Dahl

stated that he doesn’t think it would be an issue and he will look into getting some flashing red lights at a minimum. Tim also stated that NDOT is experimenting with some new LED Stop signs that have flashing lights around the outside perimeter and appear to be something out of the norm. He would like to use some around town to see if we can catch the public’s eye a little easier and make those intersections a bit more safe, for example Bell Vista and Blagg and Calvada and Blagg.

Mr. Dahl

stated that these intersections have high traffic and speeds and he thinks this would be a great experiment and will bring it up in the Budget cycle of the RTC.

just wanted to add that the Road Department is doing a great job.

stated that he would like to see an Agenda item regarding those flashing lights from NDOT so that we can discuss it further.

asked about the pot holes around town. Tim stated that in the past we used to do chip seal. He stated that we have not done that in years and he would like to bring Regional Transportation Commission – Minutes February 21, 2018 back in the future. Chip seal is where we patch the road and then put a layer of chip seal or slurry over the top of the road to preserve the road and make it last longer. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding the approval of the minutes from January 23, 2017.

stated that the minutes should be changed to read from Biannual to Biennial. Mr. Leo Blundo motioned to approve the minutes as reflected with the changes. Commissioner Koenig, second. Motion Approved. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding the cost of overlaying Homestead from Manse to Thousandaire.

Mr. Dahl

has prepared an estimate on what he believes it will take to do the repairs on Homestead. He also stated that the contractor is working on the section from Manse to Gamebird on Homestead and the projected finish date is the end of this month.

stated that there are a couple of estimates that he has prepared for the next phase on Homestead from Manse to Thousandaire. Mr. Dahl stated that it’s just over a mile section and the cost to remove and replace that road is in the neighborhood of $1.4 million dollars. To do an overlay of mill and fill of that same area is in the neighborhood of $310,000.00. Tim stated that these numbers are based on other preservation projects such as Bob Ruud Memorial Highway Superpave and the Amargosa Farm Road as well costs related to the actual Homestead Project.

asked if the base on Homestead was sufficient enough to do a mill and fill. Tim stated that he is having a hard time getting the equipment to do a core test on the road. He also stated that in the past we have shouldered that road so he knows there is sufficient Type II on the edges however if we want to do what we have done on the upper section then we need to expand that out and ensure that the base is there, that is where the 1.4 million comes in to remove and replace it. Tim stated that he got a quote for doing the drilling and assessment of the material under the asphalt and it was astronomical because once you involve Geotechnical Engineers it drives the cost up substantially. Tim stated that he is looking into getting our own coring/drilling machine so that we can do those things ourselves. That will tell us what is underneath the road and if there is sufficient Type II, pit run, a structural based and to know how thick the asphalt is. Once we have those questions answered we can decide whether a mill and fill would be best for the preservation for that surface.

asked how much the machine costs. Tim stated that he found a portable auger. Commissioner Koenig stated that he wants to see the cost as an Agenda item at the next meeting.

stated that he would like to discuss the test section. Tim stated that he can do that if it’s the pleasure of board but it is to his understanding that we get the best benefit of the dollar by utilizing the software in the PCI Micro Paver program that we have. This program essentially tells us what roads are more appropriate to resurface, rebuild, and address to better spend that dollar. 2 Regional Transportation Commission – Minutes February 21, 2018

stated that he thinks this is an opportunity since we have just done the area on Homestead, to core it and test it to make sure its half way decent and do a comparison over the years from the old section to the new section. FOR POSSIBLE ACTION: Discussion, deliberation and possible action on the updated Priority List. Tim stated that this list is based on the PCI Index and that is why you see them in the order they are and if there is anything different that this board would like to then Tim is open to entertain any ideas.

asked where we were at with Pahrump Valley Boulevard between 372 and Calvada. Mr. Dahl stated that there were some questions regarding funding about a year ago. Tim stated that he checked with finance and it appears that all six of these pavement improvement projects have been approved and the funding still exists. Mr. Dahl has also prepared bid documents for Pahrump Valley and as he was doing those there were more and more things that came up that should be included in the project. Once he put that bid out he realized that it was going to be so much more than what was approved by the board so we pulled that bid back. Tim stated that that’s where the issue of funding may have come from. Tim stated that he can still move forward with the bids. Commissioner Koenig stated that he would like Tim to bring it back to the next meeting so that we can discuss how we are going to get it done. Tim stated that he can give the board a synopsis on what was included on the bid estimates. Some of what included 50 foot intersections and added roads and more base to the roads and widening it on both sides, curb and gutter to control water flow and an option that the Town would help fund a parking area near Ian Deutch Park. These things are what drove the costs up a third of what was budgeted. Mr. Blundo stated that this road needs to get done.

asked how far out we would like to plan these meetings. Tim stated that is was the pleasure of the board. Commissioner Koenig stated that March 13th, April 10th and May 8th would be the next scheduled meetings. Mr. Blundo motioned to approve the next three meetings. Mr. Blundo second. Motion approved. Tim Dahl wanted the board to know that there is a Transportation Conference in Las Vegas.
