called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: No public comment at this time. COMMISSIONER/MEMBER COMMENTS:

Mr. Blundo

thanked the Public Works Department for their hard work and for addressing the issues that are of concern. Mr. Blundo asked Tim Dahl, Public Works Acting Director, what the feedback was like for the online complaint submittal. Mr. Dahl stated that he doesn’t know if it is being utilized 100 % or not but he believes it is a huge benefit to have it. Mr. Blundo would like to know what the numbers are during a month’s time of being used. Mr. Dahl stated that he wasn’t sure but he could put together the information and bring it back to the next meeting.

Commissioner Schinhofen

wanted to have it on record that the bid package for Homestead needs to go out as soon as possible.

Commissioner Koenig

wanted to talk about the unfinished portion of Homestead that we discussed at the last meeting.

Mr. Dahl

stated that we have previously approved budget for that and the bids will go out for finishing Homestead from Manse to Thousandaire. Mr. Dahl stated that he needs to personally sit down and go through the package to ensure it is ready to move on to finance before posting it.

Mr. Dahl

wants the record to show that he has purchased 11 Solar LED stop signs to be placed around town in the areas of Mesquite and 160, Bell Vista and 160 and Irene and 160 Tim is Regional Transportation Commission – Minutes March 21, 2018 hoping that his will be of help in those areas that seem to have the most accidents. Tim stated that he spoke with NDOT and although they are not willing to purchase or maintain those lights, they are supportive of us getting them. Commissioner Schinhofen stated that these signs are the ones that have red flashing lights all the way around it. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding the approval of the minutes from March 21, 2017.

Commissioner Koenig

made a motion to approve the minutes. Second by Mr. Blundo. Approved. FOR POSSIBLE ACTION: Discussion and decision regarding the cost of Pahrump Valley Boulevard from 372 to Calvada.

Mr. Dahl

stated that we have prepared bid documents that were a bit beyond the pavement preservation that this board approved and when we realized that we were going beyond the budgeted amount we pulled it back. The budgeting issues that came up are now resolved. Tim stated that he believes we now have the funding to accomplish the pavement preservation for this section of the road now. Commissioner Schinhofen asked if he needs to bring h this back to the board and so that we can call it a rebuild instead of pavement preservation because the scope of work will change once we find out what is underneath it. Tim stated that it might benefit us to change that definition. Tim stated that Pavement preservation to him is where we leave the existing pavement and use some sort of covering to the surface. Tim stated that he has found in other areas after core drilling that there is not enough material underneath the existing asphalt. It is his recommendation that we don’t just put an inch and half of Superpave over that.

Commissioner Schinhofen

stated that one of the previous Public Works Directors wanted to mill and fill Pahrump Valley and Commissioner Schinhofen does not support that. Commissioner Schinhofen wants to indentify the roads that we can do that with. He also stated that the road maintenance alone costs about 8 million a year and we only get around 4 million a year. Schinhofen stated that if the base is there then how we keep some of the heavy trucks off the roads that are not truck routes. Tim stated that at the last meeting we decided we were going to core drill and do some testing so that we know what needs to be done.

Commissioner Koenig

stated that he doesn’t think we need to do preservation. He would like it to be fixed completely. He wants Tim to bring back a plan to fix it so that it can get done this year.

Mr. Blundo

stated that Pahrump Valley is a highly traveled road and to keep in mind that the park is right there. He would like to see a cost analysis for expanded shoulders and to be able to have a bike path. Tim stated that it is his intent to make this road last for the best interest of the public. Koenig made a motion to bring Pahrump Valley Boulevard back as an agenda item and NOT as a pavement preservation project but as road that needs a rebuild to last us for years to come.

made a motion to approve the purchase of a portable auger. Mr. Blundo Second. Motion Approved. FOR POSSIBLE ACTION: Discussion and decision regarding the 2018 Transportation Conference in Las Vegas.

Mr. Dahl

stated that he thought the Commissioners or Board may want to go and learn some valuable information. Commissioner Schinhofen asked Tim if he had any staff that may want to go. Mr. Dahl stated yes. Commissioner Schinhofen stated that the board can pay for them to go also.

Commissioner Koenig

Mr. Dahl

stated that he has plenty on his plate so he would like to have then next meeting stretched out but there is one scheduled for April 10th. Commissioner Schinhofen stated that the date works for him.
