called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: No public comment at this time. COMMISSIONER/MEMBER COMMENTS:

Mr. Blundo

read a short letter from one of his constituents thanking the Road Department for fixing her driveway on Calvada and Wagon Wheel. Mr. Dahl stated that he would pass it along. Mr. Blundo also thanked Public Works for taking care of issues as they arise.

Commissioner Schinhofen

stated that he would like us to bring forth a letter of support regarding the I-11 through Tonopah. Mr. Dahl stated that there are two separate topics that we are talking about. One is the beautification project and one is the I-11 corridor.

stated that he is talking about the beautification Project. Mr. Dahl stated that he has talked to the Engineer in Tonopah and asked that he be a part of the meeting that is coming up on the 18th. NDOT will be talking about the ideas they have for the project.

Mr. Dahl

stated that he has not seen the plans but has requested a copy before the meeting.

Commissioner Schinhofen

asked if he could see the plans also and to let this board know of any other ideas that we may have since we have two voices, this board and the Board of Highway Commissioners.

asked if Tim would look into the 2 Right of Ways: one on Hawkins and one on Mary Lou right off of Quarterhorse. Regional Transportation Commission – Minutes April 10, 2018

Commissioner Koenig

asked about the budget for this year and wants to make sure that the money allocated to the Veterans’ Transportation is carried over into this year’s budget.

Commissioner Koenig

stated that last year they didn’t really need the money but now that all three busses are up and running they will need it for this upcoming fiscal year. He also stated that they have been very successful this year but they may need it for another bus.

Mr. Dahl

has an update for Mr. Blundo regarding the website and calls for pothole complaints.

Mr. Dahl

stated that there were 137 call-in complaints and 41 online submittals from October 2017 to March of 2018. He also stated that there are plenty of people using both ways of communication. Mr. Blundo asked what the difference was in response time between online and call-ins. Mr. Dahl stated that they are basically taken care of the same way. The complaints get forwarded to the Road Supervisor and he puts them on his list or fixes. Mr. Dahl stated that the online form is handy. Mr. Blundo asked if we had a mobile app for reporting potholes. Mr. Dahl stated that we do not but he will get with the Public Information Officer and see what we can do.

Mr. Dahl

gave an update on the Homestead Project from Thousandaire to Manse. He stated that he sent the package to Finance last week but then remembered that we had been provided participation dollars for Zolin Ave. Tim stated that he pulled it back so he could include that in the advertisement and bid package. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding the approval of the minutes from April 10, 2018.

Mr. Blundo

made a motion to approve the minutes. Second by Commissioner Koenig. Approved. FOR POSSIBLE ACTION: Discussion and decision regarding the test results of Pahrump Valley Boulevard and staff recommendation on the pavement project.

Commissioner Schinhofen

stated that he has seen the back-up. Mr. Dahl stated that in short of complete removal and repair, because we all know what that costs per mile; Tim recommends that we do the same thing that we are doing on Homestead and that is to remove the material, remove the asphalt and put in 12” pit run, 6 “ Type II and 3 ½” of AC.

Commissioner Koenig

made a motion to approve Tim’s recommendation. Mr. Blundo Second. Approved. FOR POSSIBLE ACTION: Discussion and decision regarding the updated Priority List.

Mr. Dahl

stated that the list that is in the back-up has been previously approved and the second spreadsheet is more of a pavement preservation list that excludes Homestead and Pahrump Valley because they are rebuilds and not preservation projects. Tim stated that he wants to get the Boards blessing on the second list so that we can indentify whether the roads are preservations or projects. Commissioner Koenig asked why we were doing the Bin station Road in Belmont. Tim stated that it was to provide a service to the residents so that they are not dusted out when people use the road to get to the Bin Station. Tim stated that it’s only about 1500 feet. Mr. Blundo made a motion to accept the second list. Commissioner Koenig second. Approved. 2 Regional Transportation Commission – Minutes April 10, 2018 FOR POSSIBLE ACTION: Discussion and decision regarding the May 8th RTC Meeting being moved due to the 2018 Transportation Conference in Las Vegas, May 8th-9th. Tim stated it is the pleasure of the Board. Tim stated the 16th would be good. Commissioner Koenig made a motion for the meeting to be moved to the 16th.
