called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: No public comment at this time. COMMISSIONER/MEMBER COMMENTS:

Commissioner Schinhofen

stated that he has received a number of calls regarding Mt. Charleston Rd. Mr. Dahl stated that Mr. Warner Owens is the gentleman that lives on that street and he has contacted Tim also complaining of the traffic and speeders out on Mt. Charleston. Tim stated that it is a collector street and Mr. Owens has shown concern on getting the public to slow down in that area. Tim stated that Mr. Owens has lived on that street for 10+ years and he has seen the growth and the increase in activity. Tim stated that he contacted the Sheriff’s Office and asked that they patrol the area a bit more often. Tim also stated that he put traffic counters out there in the area so the Sherriff could see how many daily trips go across there and at what speeds. Tim stated that Mr. Warner is now asking for special calming devices like speed bumps going across the road. Tim stated that he has asked his traffic engineer to give him some other calming ideas for that area and as soon as he hears back from him he will let this board know. Tim updated the Board on the flashing lights. Tim stated that after working out some bugs and placement issues, he is very happy with them and they will continue putting them up in the future. Tim has a suggestion for a 4-way STOP intersection at Wilson and Lola, Blagg and Mesquite and Manse and Homestead. Tim thinks that these intersections would benefit from a Regional Transportation Commission – Minutes June 6, 2018 4-way STOP. He was asked to provide crash information in these areas and forward to the traffic engineer so that they could determine whether or not to pursue a 4-way STOP.

stated that if the data warrants it then we will have to do something.

stated that he has noticed that there are some businesses with signs in the ROW and he would like Tim to tag them.

Mr. Blundo

stated that on the corner of Calvada and Upland has become an issue for drag racers. The people that live on that corner have contacted Leo for help. Leo also stated that the crosswalk on that corner does not get utilized because the students cross in a different area. Leo also stated that he is on board to have the Sherriff patrol Mt. Charleston more often.

Mr. Blundo

asked that Candle Way be graded. It has been washed out in the past from the rain. Blagg and Calvada needs some potholes fixed also. Mr. Blundo stated that he went to Atlanta and Georgia and it looks great so thank you. Tim sated that he himself has witnessed that crosswalks tend not to be used correctly. Tim stated that he may not get the support of the MUTCD or traffic engineers to do anything with that crosswalk in the school zone and it might be better for us to educate the students and staff on safety and where they should be crossing for everyone’s wellbeing. Tim stated that these areas are highly regulated by the State and by the MUTCD. Tim stated that he will look into it.

Mr. Dahl

stated that as far as rolling through the intersection he will see what he can do. Leo stated that maybe we don’t need the stop sign there at Upland and Calvada and he thinks that getting the Sherriff’s office involved. Tim stated that the sheriff has been very responsive.

Commissioner Koenig

stated that he had nothing at this time. FOR POSSIBLE ACTION: Discussion and decision regarding the approval of the Minutes for May16th Meeting

motioned to approve the minutes. Mr. Blundo second. Motion approved. DISCUSSION AND DELIBERATION- 1.) Albert Bass, Southern NV Rural Counties Mobility Manager, to present invoices for the Nye Communities Coalition transportation costs to be paid from 10208 ¼ cent funds and 2.) Authorize Public Works Director to approve invoices for services and supplies at his sole discretion that are associated with the Transportation Project in the RTC 10208 ¼ cent fund making sure to follow the Nye County Purchasing Policy Guidelines Albert Bass stated that the invoices are in the back-up. Commissioner Koenig made a motion to approve the two invoices. Mr. Blundo second. Approved.

Commissioner Schinhofen

clarified that we are number 1 approving the invoices and then number 2 approving that Public Works Director can approve invoices from here forward.

Commissioner Koenig

made a motion for the Public Works Director to approve invoices for service and supplies. Mr. Blundo second. Further discussion, Commissioner Koenig stated that there needs to be a dollar limit set for spending. Albert Bass stated that in Elko it is 10,000.00. Commissioner Koenig amended his motion to set a limit of $10,000.00 and under can be approved by the Public Works Director and anything above that will need to come back to this board. Leo second. Mr. Bass

requested that the balance be rolled over. Commissioner Schinhofen stated that he will not roll funds over and it is not on this agenda so he will not discuss it.

Mr. Dahl

stated that if there are funds left after purchasing the vans from the 50,000.00 budget then he will have the authority to approve service and supplies as long as it’s under $10,000.00. DISCUSSION AND DELIBERAION- 1.) To request additional funding needed for Homestead- Manse to Thousandaire due to changes in scope and bid that was received on the project and 2.) To request additional funding needed for Pahrump Valley Boulevard-372 to Calvada due to change in scope and 3.) To request approval of re-prioritization of Pavement Preservation Projects List to redirect some project funding in the RTC 10208 ¼ cent funds to items 1 and 2.

Commissioner Schinhofen

stated that he has read the back up and asked if there was a motion or clarification. Commissioner Koenig asked Tim why we need more funding. Tim stated that both of these projects were approved last year for a Superpave overlay and since then this Board has decided to include more base and grinding up the surface to get a longer lasting road. In changing the scope, the cost has increased. Commissioner Koenig asked if we have the money, Tim stated yes if we reprioritize the list and essentially move some of those to the next fiscal year.

Commissioner Koenig

made a motion to approve additional funding for Homestead and for Pahrump Valley and to reprioritize the list for more funding. Mr. Blundo second. Approved.

Mr. Blundo

clarified that we are just moving those projects to the next fiscal year.

Commissioner Schinhofen

stated that this will go to the Board of County Commissioners to approve on the 19th but in the future, he would like any projects that are using RTC Funds brought to this board to be finished up so that we don’t have any delays in projects. GENERAL PUBLIC COMMENT: (second) No public comment at this time. FOR POSSIBLE ACTION: to set the time and date of next meeting.
