called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: No public comment at this time. COMMISSIONER/MEMBER COMMENTS:

Mr. Blundo

thanked the Public Works Director, Tim Dahl, for taking care of the online complaints so quickly and stated that he refers people to the website for pothole reporting.

Mr. Blundo

said that the he would like to see an area on the website for people to be able to upload photos.

Commissioner Koenig

thanked Mr. Dahl for taking care of the intersections on Blagg.

Commissioner Schinhofen

stated that PAC (Pahrump Arts Council) has a fundraiser this weekend at Petrack Park. Tim Dahl gave an update on the Homestead Project. The Road Department is waiting on the paint for striping and that it should be finished once that has been done. Tim also stated that the Notice to Proceed has been filed for Pahrump Valley Boulevard, so they should be setting some traffic control and stakes here soon. Tim thanked the Board for allowing us to construct Pahrump Valley Boulevard the way we wanted. Commissioner Koenig asked how long will take to construct PVB. Tim stated that they have a 60 day contract (working days) Monday through Thursday but if they want to schedule other days then he is OK with that, they just need to let Regional Transportation Commission – Minutes October 10th, 2018 him know. Tim stated that this project is less complicated than the other. Tim also stated that Core Drilling on this project was vital because it gave him the information he needed, and it is now documented.

thanked Tim for reaching out to NDOT to clean up the roundabouts. Tim stated that he noticed that people are starting to deface the structures that are placed in the roundabouts and asks that we get the word out to please not do that. FOR POSSIBLE ACTION: Discussion and decision regarding the approval of the Minutes for the August 15, 2018 Meeting

motioned to approve the minutes as submitted and Mr. Blundo second. Motion Passed. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- regarding future improvements to Amargosa Farm Road in two phases the first phase being Amargosa Farm Road between Valley View and Saddleback (approximately 3 miles) and second phase being between School Lane to Valley View (approximately 3 miles) and a funding source for said improvements.

stated that this area had a PCI done on it. A PCI is the condition of the pavement and they have found that there is no base in this area. Commissioner Schinhofen stated that when there is no base it drives the cost of these roads up and if we ignore it then we have failing roads that will only last for 5-10 years. A road will last 25+ years if we put in new base. Tim stated that AV Farm Road and Valley View have had a PCI and that data has been entered into our software system. A PCI doesn’t identify the surface of the road, so we have obtained a drilling machine. Dan would like Tim to make sure we have the right-of- way on School Lane, so it doesn’t become an issue later.

motioned for Tim to core drill the road and determine what needs to be done. Commissioner Koenig stated that we just need more information. Mr. Blundo second. Passed. GENERAL PUBLIC COMMENT: (second) Tom Smith went on record to thank the Board and the Commissioners for getting Homestead done. He also wanted to suggest that funding should be paid for by the stores and farms in that area. Tom stated that there are a lot of 18 wheelers in that area and he’s not sure if there are taxes that could be used toward it. He also stated that the Marijuana establishments should help pay for these roads as well. The solar plant on Anvil may be a good source of funding in the future as well. Commissioner Schinhofen stated that we would have lots of money for roads if they would approve Yucca Mountain. Commissioner Koenig stated that the only funding he is aware of is the Gas Tax. Commissioner Schinhofen stated that he is unaware of any Marijuana establishments in Amargosa besides the one. It may be a Hemp Farm that Tom is referring to. Commissioner Schinhofen stated that he has asked the Nugget and other big 2 Regional Transportation Commission – Minutes October 10th, 2018 companies like that to contribute. He also stated that if we had voted for Fuel Indexing then we would have been able to get the money from the diesel fuel tax also. FOR POSSIBLE ACTION: to set the time and date of next meeting.
