Mr. Thomas

Smith thanked the Board for their continued support for the roads in Amargosa and stated that Farm Road needs repair. Commissioner Schinhofen stated that it is on the list to get fixed.

Mr. Dave

Kogge who lives in Zuni Ave stated that he turned in a petition to have Zuni Ave chip sealed. He stated that it is approximately 600 feet from the Winery to the end of Zuni. Mr. Kogge stated that it is dangerous because it is only one lane. COMMISSIONER/MEMBER COMMENTS:

Commissioner Schinhofen

stated reminded Tim Dahl that the vines on Hafen Ranch Road where it splits off by the Indian reservation are now dormant. He also stated that this project was approved and hopefully we can get it done in the spring. Mr. Dahl stated that he is keeping his eye on it. Commissioner Schinhofen also stated that the Board had talked about taking on Vineyard and some of the roads on Winery. Mr. Dahl stated that we do not own the north side of Winery Road. Schinhofen would also like Tim to look in to Bennett between Vicki Ann and Oakridge. The second half of that road is shredded.

Mr. Blundo

thanked Tim for getting Pahrump Valley done. Mr. Blundo also Tim to look in to why we do not get fuel indexing. Tim updated the board regarding Pahrump Valley and stated that we are going to do a final walkthrough on Monday. Tim also stated that in the very near future he would like to implement a chip seal program for some of these roads. Tim stated that the program has been Regional Transportation Commission – Minutes December 12th, 2018 gone for a while, but he thinks it would benefit some of the roads in town. Tim also stated the Regional Planning Commission is meeting tonight and they will be conducting the Capital Improvement Plan Committee. Public Works will be giving them the previously approved streets that the County Commissioners approved several years ago but we have refurbished it so that they have a starting point. It is his recommendation that Winery get added to that list. Tim stated that Capital Improvement Funds should go towards roads that directly affect the developed areas that contributed to that fund by permits and what not. Tim also stated that those funds needs to be used within 5 years. FOR POSSIBLE ACTION: Discussion and decision regarding the approval of the Minutes for the October 10th, 2018 Meeting

motioned to approve the minutes, Commissioner Koenig second. Motion approved FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- regarding the core drilling results in Amargosa on Farm Road and School Lane. Tim Dahl stated that the results for show that there is not much there. It varies from 1 to 3 inches with no base. The road is 50-60 years old. Tim stated that School Lane has a little more asphalt on their but its basically the same. He also stated that he has a couple of thoughts on if we were to do an overlay and he has some preliminary numbers that he would share with the board. If we want to make that road little wider then of course it would be more funding. It is currently only 22 feet wide.

stated that the core samples need to get tested by an engineer. If they say yes it needs an overlay, then the board would like to see the numbers to make that happen. If they say no it needs a rebuild then we would like those numbers as well.

Commissioner Koenig

stated this is going to cost us about a million. Tim stated maybe more.

asked if we could break it down into sections. Mr. Dahl stated that it would be a good idea. Mr. Dahl stated that the second section is not as good as the first section because of the farm trucks and heavy truck traffic but he will do whatever he needs to do to help the roads. He feels that an overlay will not be as productive as a rebuild. Tim stated that he has some other ideas as well for this area like the chip seal program. Tim also recommended that we don’t throw our eggs in one basket because there are a lot of roads in Amargosa that need attention and he likes the idea of doing it in phases.

Commissioner Schinhofen

stated that if we had the fuel Indexing then Amargosa would get a lot of that and reminded folks that if it comes up to vote in favor of it. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- regarding the Board provide match money in the amount of $13,329.16 from the ¼ cent fund 10208 Fund for the purchase of a 2018 7 passenger Transit Van for the Pahrump Valley Transit.

Mr. Tim

dahl stated that this board gave him authorization to approve funds up to $10,000.00 for Transportation. He also stated that there is $50,000.00 still available to use for the purchase but because it was over the 10 thousand he wanted to get the board’s approval. 2 Regional Transportation Commission – Minutes December 12th, 2018

Mr. Eric

Whalen, Transportation Director stated that in the first year of doing this they have had much success. The ridership for last year was over 18,000 and to keep in mind that they did not do public transportation until 5 months into the year. Mr. Whalen thanked the RTC for the caravans that they received last year for the start-up, but those buses have now reached the end of their life. They are now requiring a lot of maintenance. Mr. Whalen feels that by buying a new transit vehicle with a full factory warranty they will be able to better serve the community. He also stated that the new van is ADA accessible and has a lift. It also has all the bells and whistles and we can reduce the fuel costs too. Mr. Whalen stated that he would like to be able to pick up within 24 hours but right now it is requiring a 3 to 5-day notice. The fuel will be a huge cost savings alone going from 8 miles to the gallon to 20. Motion Approved. GENERAL PUBLIC COMMENT: (second) Pat Minshall, Amargosa Town Board, who lives at the end of Amargosa Farm Road has called the Road Department to come out and fix holes. She stated that the guys come out but after a few weeks the holes are back. She stated that a lot of the dairy trucks are to blame and wants to know who we get the Diesel Tax Fuel indexing. Commissioner Koenig stated that it must go to a ballot vote and in the past, it was voted down.

asked about the pot hole patching machine that we bought. Tim stated that we do have one and it is in Tonopah right now, but he will bring it down to Amargosa and get some holes fixed.

Mr. Thomas

Smith stated that School Lane to Powerline is a good candidate for overlay, but he is not an engineer. He also stated that the potholes where the school bus routes are is becoming a hazard. Commissioner Schinhofen stated that things will get done but right now we are going through a budgeting cycle.

Commissioner Borasky

stated that he thinks it would be neat to have the Dura-patcher down here and record it working so that folks can see how it works. He also stated that Hafen Ranch Road has 2 saw cuts across it and he has had numerous complaints about it and would like to have it fixed.

Mr. Blundo

would like to see more information on Fuel Indexing. FOR POSSIBLE ACTION: to set the time and date of next meeting. Tim stated that we will need to vote in a new board at the next meeting.
