asked Tim Dahl about the Dura Patcher. Tim stated that we went to California yesterday and purchased the oil and as soon as they get it down here from Tonopah he will let the board know. ACTION: Appointment of Officers:

motioned to approve the minutes, Commissioner Blundo second. Motion approved Regional Transportation Commission – Minutes January 23, 2019 FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- regarding the soil samples from Amargosa and the cost of repair/replace on Farm Road.

Mr. Tim

Dahl, the Director of Public Works stated that he reached out to a couple of firms in Las Vegas and in Pahrump and they cannot get out there to do the soil samples to determine what is best for us to use as the base material on Amargosa Farm Road for about 6 months. Mr. Dahl stated that in his opinion that the material out there is not in complete failure but the road itself has failed over the 40-50 years since it was put down. Tim believes we should continue with what we started on the first section of Amargosa Farm Road from the highway up to School Lane by continuing to fill all the cracks and potholes and then overlay it for the next mile or 2 and see how we progress with the resurfacing with out the expense of the soils report and full excavation. Commissioner Koenig asked that Tim bring back the cost to do a mile and then 2 miles of resurfacing. Tim stated that the 2.7 miles on the first section, 22 feet wide was about $350,000.00. Commissioner Koenig sated that he’d like to see the cost for 3 miles. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- regarding the RTC Pavement Preservation Project List

Mr. Dahl

stated that it is important to emphasize the difference in this list than the one previously approved by this board. This list is based solely on the classification of the road and the pavement condition index. Mr. Dahl stated that in 2019 we have 3 different roads on there, Leslie and Blagg in Pahrump and 3rd Street in Beatty. Tim stated that Beatty was next for repair in his eyes because we have already done some repairs in Amargosa to Farm Road and we also did work in Tonopah on Valley View so in his opinion Beatty should be next to receive some road repair. Tim also stated that he thinks we can accomplish more than just one road in Beatty. He thinks we can do Cottonwood and 3rd Street in 2019. Tim stated that the reason this list is put together this way is so that we can share the total budget of 70% in Pahrump because that’s where most of the population is and 30% in the outlining areas so that we never leave those towns out of the picture. By doing the list this way we are saving the tax payers money because we are addressing the roads that need to have resurfacing, fog seal or crack seal as compared to a complete restoration or rebuild. Tim state that we can spend a dollar today to repair the roads or 4 dollars to rebuild. Tim stated that there may be roads that the Board may want on here and we can certainly entertain the idea, but this list was compiled completely of analytical data from the Mircopaver software.

Mr. Carlo

stated that he would like to see Basin get fixed from Blagg to Leslie. It is alligatored and failing currently. Tim Dahl stated that they would look at it and add it if need be. He also stated to keep in mind that he has other funding sources beside the RTC Funds.

Commissioner Koenig

asked why we were widening Blagg from Simkins to Harris Farm and how wide are we widening it to. Mr. Dahl stated that he would like to continue down the path of installing bike lanes or shared use paths down both sides for future use of our bike community.

Commissioner Koenig

stated that this is good road to do that on because the kids ride their bikes to school. Tim stated that we will have to dig out the current section 6 to 7 feet and out 2 Regional Transportation Commission – Minutes January 23, 2019 in a new base. Tim also stated that he is a big fan of shared use paths and would like to do them on all roads if possible.

Commissioner Koenig

asked Tim to look at Harris Farm Road again. He has been asking for crack sealing on that road for 3 years now. The school buses use it and there is now a hemp farm on that road also and the big trucks are using it as Simkins is not an alternate route for them. Mr. Dahl stated that Harris Farm is chipseal west of Blagg. Mr. Carlo confirmed. Mr. Dahl stated that it’s not even designed to have school busses travel on it. It was done before the school was ever built. Commissioner Koenig stated that there are two schools out there now. Mr. Dahl stated that maybe we should ask Mr. Harris to enter into a road use and damage remediation agreement so that he can be responsible for any damage that he does to the road.

stated that its not just Mr. Harris, there are also big trucks that use it for food delivery to the schools.

Commissioner Blundo

would like to have Pahrump Valley Boulevard from Gamebird to Thousandaire on this list.

Mr. Dahl

talked about putting Winery Road on the list also. Blundo agreed.

Commissioner Koenig

asked if we owned Postal Road. Mr. Dahl stated no, we do not. Wulfenstein does and they will turn that over to the County sometime in the near future after repairs have been completed. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- regarding the Fuel Indexing

Mr. Dahl

stated that he provided some back-up and essentially this was a one-time deal for the State to allow each individual municipality to put a ballot question on the ballot to consider adding an indexing tax. It would have been a gradual increase for 10 years beginning in 2016. That ballot question failed here in Nye County. Tim suggested we talk to our new Assemblyman and ask him to put together a BDR to be put back on the ballot.

Commissioner Blundo

stated that the reason he asked about the fuel indexing is because we are seeing great success with the gas tax funds and the public sees where their money is being spent. He also stated that educating the public is very important and he would like to keep this tax in the back of our minds for the future. Mr. Dahl stated that he agrees in educating the public.

Commissioner Koenig

asked if we could petition the state. Mr. Dahl sated that he is not that familiar in this process. Tim stated that he would do some research and find out why the Board of County Commissioners can’t just put a Ballot question on our own Ballot. Tim Carlo stated that we do have another avenue if we want to entertain it and that would be the ¼ cent fund. We have the availability of this Board and the Board of County Commissioners to increase it to a ½ cent just like we did the gas tax, by voting.
