called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: No Public Comment at this time. COMMISSIONER/MEMBER COMMENTS:

Mr. Carlo

stated that he had nothing at this time. Commissioner Koenig stated that he also had nothing at this time. Commissioner Blundo asked Tim Dahl to look at Jaybird St. between Blagg and Pahrump Valley because he’s been getting reports of people speeding through there. Blundo also asked Tim if we could get some 35MPH signs installed. Mr. Dahl suggested that we put the speed trailer over there for a week or so, just to get peoples attention. Mr. Dahl also stated that if there are no speed limit signs over there then he would be happy to install some.

also had a couple of minor road issues to report to Mr. Dahl. One is Hafen Ranch Road that has a couple of cuts in the asphalt near the facility that is going in down there and the contractors have used too much material on the surface, so it causes a bump in the road. Mr. Dahl stated that the encroachment permit has not had a final, so he will take a look at it and address it with the contractor. Mr. Dahl stated that Wulfenstein’s usually does a really good job in repairing those, so it may just take some time to settle. FOR POSSIBLE ACTION: Discussion and decision regarding the approval of the Minutes for the January 23rd, 2019 Meeting.

motioned to approve the minutes. Tim Carlo, second. Motion approved. Regional Transportation Commission – Minutes March 13, 2019 FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- regarding the RTC Pavement Preservation Project List

Mr. Tim

Dahl wanted to clarify that this list has not been changed. Pahrump Valley Blvd. from Gamebird to Manse has not been put back on it even though we discussed doing it and the reason is because that section is in the 137th to 144th range. Mr. Dahl would like to get suggestions on maybe doing something different rather that add it to the list. Mr. Dahl stated that the PCI do not warrant this road to be done at this time. Tim was thinking of doing an experimental section like the one we did on Homestead. The Road department could grind it up and preparing the surface to accommodate a 38’ wide overlay. That would give us a good solid 10 years of surface use. Mr. Dahl stated that we could also do a chip over the road, but it will not address the underlying issues. Commissioner Blundo stated that the cost is a million a mile. Mr. Dahl believes that we can utilize our crews to grind that and surface treat it with 2” of asphalt for about half that cost. Commissioner Blundo asked what the timeline would be to get this done. Tim purposed that he has other funding mechanism that he can utilize such as SRS instead of using our RTC funds. Commissioner Blundo asked Mr. Dahl to bring back his ideas and suggestions to get this done. Commissioner Koenig stated that this discussion is to spend about a half a million dollars on a road that is 137th on the list and take money from projects that are higher up on the PCI list and he’s not ok with that. is finding other funding sources so that we don’t have to use our RTC Project funds.

stated that if the revenue sources can be found and used on Pahrump Valley then they can also be used on the roads that are needing repair on the priority list. Tim Carlo stated that we need to stick with the “priority” of roads and are those roads really a priority based on traffic, truck route, wear, tear and bus routes. Mr. Dahl stated that this list is comprised of just that, volume of traffic and pavement condition index, that is why they are in the order they are on the list. Mr. Dahl stated that it is his recommendation to the board to move forward with these improvements based on this priority list. Mr. Carlo stated that he is glad to see Winery Rd on the list. It may be in better shape that others around town but at certain times of the year it gets used more than others and every single time it rains we have issues.

Commissioner Blundo

asked how Pahrump Valley was on the list prior to him being on the board. Mr. Dahl stated that it had been on the list before he was a Director and it was also on the Capital Improvement List but then removed. Mr. Dahl would like to see if the CIP Committee will put that road back on their list. Tim Carlo would like to see a list finalized and get to work. Mr. Dahl stated that in the past there have been a lot of roads taken off the list, but we have also added new ones and completed them. Commissioner Blundo stated that he likes the effort that has been put in to creating this list.

made a motion to approve the list and Tim Carlo second. Approved. Passed 3-0. 2 Regional Transportation Commission – Minutes March 13, 2019 FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- regarding the cost for repair on Farm Road in Amargosa.

Mr. Dahl

stated that the cost per mile to overlay that road is $120,000.00 per mile so the 3 miles of overlay will cost $360,000.00. Mr. Dahl would like the board to know that soon there will be a development out there that may have to do some improvements to portions of that road. Commissioner Koenig stated that he doesn’t think we should do anything out there until that development has been finalized. Commissioner Koenig stated that this road is number 8 on the list as it is so we can still do it but not right now. Tim stated that he made this list with all the communities in Nye County included and he wants to make sure that their roads are taken care of too. Commissioner Koenig asked that this item be brought back to the board for further discussion in 3 months. Tim stated that in 3 months he will have a better idea of the roads and routes that the Developer will be using. FOR DISCUSSION- RTC Projects completed for FY2018-2019, complaints serviced, and potholes repaired. Tim Dahl stated that we use this list to keep track of online requests, calls and walk-in complaints. Tim wanted the board to see the amount of volume of complaints that we are taking care of. Tim also asked for suggestions. Tim Carlo stated that Jaybird out by Woodchips is horrible and needs potholes repaired. GENERAL PUBLIC COMMENT: (second)

wanted to go on record and remind the public that if you have concerns about your road to come to these meetings and be heard. FOR POSSIBLE ACTION: to set the time and date of next meeting. Tim Dahl stated that we are required to update our Streets & Highways Plan every two years. That was last done in September of 2017 and cost us about $50,000.00. Tim stated that he will be seeking qualified persons to update this and more than likely it will be the same company that did the last one, but he will bring that information to the next meeting.
