called the meeting to order at 9:00 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: No Public Comment at this time. COMMISSIONER/MEMBER COMMENTS:

Mr. Tim

Dahl updated the Board regarding the Durapatcher which is not yet in the yard but has been ordered. He will let the Board know when it gets here so that we can put it to work.

also stated that Public Works had the opportunity to go check out a pavement preservation project in Ridgecrest, California but because of the earthquake it was delayed. They did get to see how a 2016 project is performing and it is going very well. This is a cold in place type of procedure. Mr. Dahl stated that he is trying to get ahold of other contractors in Las Vegas and in Utah that do this type of construction so that he can go see how their operations work. Tim stated that this is a new procedure so he would like to know all there is to know before bringing this type of procedure to this board.

asked if that process only works if the base is good. Mr. Dahl stated that it includes the base so essentially you would grind up the material and add hardening products to that so that you could put a smaller lift of asphalt on top. It has the same structural integrity as removing all the material and replacing it with all new material. Mr. Dahl stated that it should save time, because it’s a train of equipment that spits out the material.

also stated that he was informed of a road maintenance request for potholes on Cheyenne between Jane and Fox. Mr. Dahl noted it. Regional Transportation Commission – Minutes August 14, 2019 FOR POSSIBLE ACTION: Discussion and decision regarding the approval of the Minutes for the June 19th, 2019 Meeting.

motioned to approve the minutes. Mr. Carlo second the motion. Approved. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- Regarding the purchase of two (2) ADA compliant vehicles through the Federal Transit Administration which requires a 15% contribution. These vehicles are eligible for an 85% Federal reimbursement. Pahrump Senior Center is requesting the 15% contribution of $20,309.00 be paid from the RTC ¼ cent Transportation Fund.

motioned to approve the contribution and purchase the two (2) ADA compliant vehicles from the RTC ¼ cent fund. Tim Carlo second the motion. Approved. Further discussion, Blundo turned the mic to Eric Whalen, the Transportation Supervisor of Pahrump Valley Transit. Mr. Whalen presented to the Board “The Federal Notice of Award” for the 2020 grant year from NDOT.

ask the Chairman if they would like to accept the additional back up into the record.

made a motion to accept the additional back up for this item. Tim Carlo second the motion. Approved.

Mr. Whalen

stated that they were given exactly what they asked for in their Grant application.

Mr. Whalen

also stated that in addition to that they will also be receiving an additional $78,260.00 designated to the transportation of Seniors ONLY.

Commissioner Blundo

asked Mr. Whalen what the total number of his fleet is with these two vehicles. Mr. Whalen stated that they will be retiring a couple of vehicles and they have already retired 3, that puts his fleet to 12. Mr. Whalen stated that this will be a huge benefit to the community given their size and capabilities. Commissioner Blundo asked if these would work better than the shuttle bus. Mr. Whalen stated yes, they are better on gas, fuel and maintenance and they will have full factory warranty as well. Commissioner Blundo asked what they planned on doing with the old equipment. Mr. Whalen stated they will keep it for future use. ACTION: to set the time and date of next meeting.
