called the meeting to order at 9:00 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: No Public Comment at this time. COMMISSIONER/MEMBER COMMENTS: No Comments at this time FOR POSSIBLE ACTION: Discussion and decision regarding the approval of the Minutes for the August 14th, 2019 Meeting.

Commissioner Koenig

motioned to approve the minutes. Mr. Carlo second the motion. Approved. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION-Discuss using County equipment to chip seal a test area on Quail Run and Cabo. These roads are NOT County maintained and the project should be charged to the RTC ¼ cent fund 10208.

Mr. Dahl

stated that both roads are dedicated and rejected ROW’s and if we want to do anything on these roads the first step would be taking them before the Board of County Commissioners and see if they are willing to accept the maintenance of these roads. Tim also stated that if a firetruck or ambulance can’t get down these roads then he would be happy to put some material down but as it is currently, we do not have the ability to maintain those roads.

stated that he was happy to have the chip sealing equipment and he just wanted to give the guys the opportunity to use it and get some practice in. Regional Transportation Commission – Minutes October 23, 2019

Commissioner Koenig

agreed that something needs to be done with the roads out there and he would like to do it legally. He thinks we should take it before the Board for acceptance so that we can get this done.

Mr. Carlo

asked Mr. Dahl if it does go before the Board and it gets accepted, is the County going to go in and build it to standard? Mr. Dahl stated that he will bring a cost estimate to that specific Board meeting so that the Commissioners can see what the costs would be. Mr. Carlo stated that in that same meeting be sure to get approval for the fund that will be used. Mr. Dahl stated that the backup should include a map of that whole area and not just Quail Run and Cabo.

Commissioner Koenig

asked how the sub-base is out there. Mr. Dahl sated that it is not bad, and it is relatively good material. Mr. Dahl thinks that at minimum we should build the road up a foot with pit run, 6” of Type II and then chip it. Mr. Dahl also stated that before chipping it we will need to address the ditches through there, the water has to have somewhere to go.

Commissioner Koenig

made a motion to direct staff to bring a cost estimate to the Board of County Commissioners for acceptance. Commissioner Koenig also asked that the cost estimate be done by roads so that he if wants to do all of them he can see what it is going to cost.

Mr. Dahl

stated that the BOCC Agenda Item will include this boards support for doing this.

Mr. Bernie

Cusimano, a resident, stated that he and those who live on that road have repaired the road themselves and they have addressed the draining issues themselves for years. They have also hired people to do it and the water now drains in the ditches. He also stated that the dust is tremendous. Della Christie, a resident, stated that last summer she and her husband were out of town and while they were gone the road was washed out. Luckily, Mr. Cusimano had the road fixed.

Mrs. Christie

stated that in 2007 she met Mr. Dahl and he gave her the guidelines for filling out a chip seal petition, which she had done and submitted it to Nye County Public Works, dated October 30, 2007. She also stated that about 2 years ago street signs were put up on this so called non county maintained road and she’s questioning how that happened.

made a motion to allow Mrs. Christie 2 to 3 more minutes of Public Comment on this item. Commissioner Blundo Second. Approved.

Mrs. Christie

stated that in February 2008 there was a meeting at the Bob Ruud Center and Mr. Fanning had approached her and told her that her petition had been pulled although it had been put on the Agenda. Mr. Fanning had told her that there was committee that could be formed for an improvement district and special assessments could be placed for street improvements. In the newspaper it said that the residents were going to form this committee, but Mr. Fanning told Mrs. Christie that he would look in to it because he knew of other streets that might go into that same assessment. Mrs. Christie hasn’t heard another thing about it since. Mark Kampf, a resident, thanked the board for listening to them and wanting to help. He also stated that the base in that area is very good and he believes it’s a solid road but its very unpleasant to drive on. 2 Regional Transportation Commission – Minutes October 23, 2019 Bert Christie, a resident, stated that if the Commissioners do not accept these roads then they are very much interested in this being done as a test area. ACTION: to set the time and date of next meeting.
