Commissioner Koenig

stated that he received a phone call from Dan Harris, and he wanted to discuss the property by the High School. The busses seem to crowd in that area, and he would like to give us some property across the street from the High School for an extra parking area. FOR POSSIBLE ACTION: Discussion and decision regarding the approval of the Minutes for the June 8, 2020 Meeting.

motioned to approve the minutes. Mr. Carlo second the motion. Approved. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- regarding the Chipseal Program

Mr. Dahl

stated that he complied the list of streets based on the PCI that he would like to submit for approval for the Chipseal Program. Mr. Dahl also stated that he has included the costs for doing those roads. The Program will cost between $450,000-500,000.00. He also stated that this cost is calculated by having an independent contractor do the chipsealing and NOT County staff. The County staff will prepare the road but will not do the actual chip sealing of it. Mr. Dahl stated that Whirlwind, which is at the top of the list is a road that he believes needs to be grinded and asphalt zip it 3” down, re-prepare the surface and have it chipsealed.

stated that most of these roads have at least a 6” Type II base so there’s not going to be a lot of hauling material. Regional Transportation Commission – Minutes July 1, 2020

stated that there are a few roads like Cabo, Quail Run and Blosser Ranch that will need a significant amount of work done on them before we can chipseal them. Our County staff will do that work.

stated that this list is the worst of the worst roads here in Pahrump.

asked what the time frame would be to get these roads done.

also stated that Blosser Ranch, Cabo and Quail Run were approved separately by the Board of County Commissioners.

Mr. Dahl

stated that a bid package needs to be put together. It needs to be advertised and a pre-bid meeting would have to take place. Mr. Dahl stated that the roads could be bid, contracts awarded, and the actual projects done before the end of the summer. Mr. Dahl also stated that this is a tight time frame, and everything will need to fall into place smoothly so that this project gets done. Tim Carlo stated that he is fine with the list but in the future, he would like to include a material source. Mr. Carlo stated that the County has pits all over and when it comes to bid packages and contracts awarded it usually drives the price up to the tax payers when they have to haul material from 30 miles away when in fact we could set up in a pit for these projects and make the material that is needed. Mr. Carlo stated that the States Pits are included in the Land Division when it comes to BLM and the County Pits are included in Geology Division.

stated that he will talk with the BLM in Tonopah regarding the usage of our permitted Pits for a material source for upcoming projects.

stated that this was a tight time frame and he was wondering what happened to Harley’s request that was brought up months ago. Mr. Dahl stated that we did Roadrunner years ago and the reason we didn’t do Linda was because there are some significant flows that come across there and we didn’t think the chipseal would hold up well. Tim stated that he would be happy to put it on the list but just know that it will be necessary to either pave those sections to protect them or double chipseal those sections to protect them from floods. Tim also stated that those roads will be maintenance issues that will never stop.

stated that months ago when he asked about it, he was told that it would get done. Mr. Dahl sated that he is now conveying the issues that we will have if we do that road.

stated that he wants to see Linda added to this list because we promised him, we would do it.

stated that he would add it to the list.

Commissioner Blundo

stated that he has a handful of roads like Margarita, Florida and others that are full of potholes. Mr. Dahl stated that these roads cost us money annually to go in and pothole patch over and over so that’s what we tried to get on this list. Tim stated that the best way to be cost effective is to go in a grind the roads and re-prepare them and chipseal them all over again.

would like to see this program continue in the future and asked Tim to make sure that Linda gets added as number 21.
