called the meeting to order at 11:00 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: COMMISSIONER/MEMBER COMMENTS: Let the record reflect that Commissioner Koenig is absent from this meeting. Commissioner Blundo welcomed Mr. Dan Schinhofen to the Board serving as the Member at Large.

stated that he was happy to be a part of this board and he will be professional in his appointment.

thanked Ms. Annette Shaw for her 10 years of service to the county. She will be retiring.

Mr. Bolling

welcomed Dan Schinhofen to the Board. APPROVAL OF THE MINUTES FROM 7/1/2020 AND 8/13/2020 MEETINGS:

Mr. Schinhofen

stated that since he was not part of this board for these meetings, he would rather wait to approve the minutes for when there is a full board present to vote on them. We will bring them back to the next meeting. NO ACTION TAKEN FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- Discussion and Deliberation regarding the per diem rate for RTC Member at Large to be compensated $100.00 per meeting and funded from the RTC.

Mr. Schinhofen

stated that he had not heard of this item until just the other day when the Agenda had been posted. He also stated that the Regional Planning Commission (RPC) pays a Regional Transportation Commission – Minutes October 27, 2020 per diem rate of $40.00 per meeting and the Water Board pays a per diem rate of $80.00 per meeting. Mr. Schinhofen stated that it does not make a bit of difference to him whether this board approves this item of not. He also thinks that the amount is too high and should reflect what the RPC pays. Mr. Schinhofen motioned that the per diem rate should be $40.00 per meeting and start the first meeting in January and should come out of the RTC 10208 ¼ Cent Fund because this Board overseas those funds.

Commissioner Blundo

stated that this board should pay a member at large for their service. This board only meets quarterly so the amount should be higher and match the Water Board at $80.00.

Mr. Schinhofen

stated that he would revise his motion to $50.00 per meeting for the member at large.

FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- Discussion and Deliberation regarding the Public Works Director to move forward and coordinate in planning with NDOT, Clark County Public Works and Clark County RTC for the assessment, repair and improvements on Tecopa Rd.

Commissioner Blundo

stated that he has tried several ways to collaborate to get Tecopa Rd repaired. He would like to prevent accidents or even deaths on that road. He understands that this road is not in our County, but he would like us to work with Clark County and NDOT to get the road repaired.

Mr. Schinhofen

made a motion to accept the map that the Public Works Director prepared. Blundo, seconds the motion. Approved.

Mr. Schinhofen

stated that he has been trying for years to get a road into that area from Front Site to Pahrump. He also stated that if your go through Indian Village, which is where Hafen Ranch meets route 16 would be a good place to start so that people traveling to and from Front Site will have a way into Pahrump and maybe we could get them to stay in our town instead of heading back to Las Vegas. He also stated that he thinks it’s a great idea to reach out to Clark County.

Mr. Bolling

stated that he had reached out to NDOT to see if they do any maintenance on that road and he was told that it is completely county owned and maintained. Clark County owns 41,000 linear feet of Tecopa Rd. and we own 4,000 linear feet. Mr. Bolling also stated that the bulk of the costs to R & R that road would fall on Clark County and not Nye. Mr. Bolling stated that they plan on reaching out to Clark County to get the ball rolling on the repairs of Tecopa because the road is not safe in its current condition and it is rapidly deteriorating. Mr. Bolling stated that the costs to R & R the whole road are roughly 9 million dollars and that’s from Highway 160 to the California boarder.

made a motion to direct staff to reach out to Clark County to see what plans or funds they have available and we will fund our portion of the linear feet that belongs to us and to bring the information back to this Board in January. Commissioner Blundo, seconds the motion. Passed. Approved.

Mr. Schinhofen

read an email from Commissioner Koenig regarding this item. 2 Regional Transportation Commission – Minutes October 27, 2020 FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- Discussion and Deliberation regarding the potential upcoming RTC Projects.

Mr. Schinhofen

stated that he would like Public Works to bring back to the next meeting a list of all projects that are shovel ready along with the cost. So that when the Federal Government throws money out for roads we will have the information and we can get funding for these projects.

Mr. Bolling

stated that over the last few months they have reviewed the projects that are shovel ready and the only one that is completely ready is Pahrump valley Blvd. from Gamebird to Thousandaire. All others still need to have the ROW dedicated and or develop a plan. Mr. Schinhofen asked about Bell Vista, Mr. Bolling stated that we are still acquiring the ROW in some areas on Bell Vista.

Mr. Schinhofen

stated that he would like to see the costs for the upper part of PVB from Calvada to Gamebird because that is also desperately in need of repair. He also wants Public Works to look at Turner from Homestead to Indian Reservation to see if it can be skinned. It had been crack sealed a couple years back and it is a bus route. Also, Fox Avenue to Turner going west. Mr. Schinhofen wants to come up with a program to go back in and upkeep those chip sealed roads. Maybe put a new layer on them so that we can prevent the deterioration of the work that we have already done.

Commissioner Blundo

stated that he gets complaints on Gamebird and wants it to be leveled out from Homestead to Blagg. Blundo also agrees with Schinhofen regarding PVB.

wants to bring attention to Plantation and Thousandaire area because

has voiced his concern when people use that area to go out to the dunes and come back, they are bringing dirt, sand and dust with them. Mr. Blundo would like to see signs be put up in the area and maybe do some dust abatement. He would just like to see something be done.

Mr. Schinhofen

stated that in the past years when he was on this board, the costs for the repair of a road was about 8 million and we were only bringing in about 4 million, so we voted to raise the gas tax. We are still short about 2 to 3 million a year.

Mr. Bolling

stated that maintenance is huge cost and we need to start thinking of that for the future so that the roads we so build can be maintained. GENERAL PUBLIC COMMENT: (second) No public comment. ADJOURN: Respectfully Submitted, Lynnette Atkinson 3
