Schinhofen asked that we get in touch with the Pahrump Valley Transportation and ask them to come to the next meeting and give this Board an update. Dan would like to know what it costs them per rider, not the cost per ride but what it costs them per rider. We have Budgets coming up soon and he would like to have that information.

motioned to appoint Commissioner Jabbour as the Vice Chair, Commissioner Blundo second. Motion approved. Regional Transportation Commission – Minutes January 27, 2021 APPROVAL OF THE MINUTES FROM 7/1/2020, 8/13/2020 and 10/27/2020 MEETINGS:

stated that he did not vote on this item in the last meeting because he was not present at those meetings, but he has since reviewed the video, so he motioned to approve the minutes for 7/1/2020 and 8/13/2020. Commissioner Blundo second. Motion approved. Mr. Schinhofen stated that during the 10/27/2020 meeting he would like to have corrections made regarding the discussion for compensation for the member at large position to include that those funds should come out of the RTC ¼ Cent Fund 10208.

UPDATE FROM DIRECTOR OF PUBLIC WORKS: Tecopa Road, Chipseal Program, Pavement Preservation List, Intersection Improvements for lighting, Blagg and Pahrump Valley: Tecopa Road Update‐Mr. Tim Dahl stated that he reached out to Clark County Public Works staff regarding Tecopa Road maintenance for any future projects from SR160 to Stateline. He was able to speak to the Maintenance Supervisor and well as one of their Engineers, Mr. Floyd. Tim stated that in those conversations he was told that they have no plans to do any upgrades or resurfacing but they would continue their regular maintenance of the roadway, i.e. pothole or edge of roadway. Tim stated that Mr. Floyd would bring it up at one of their staff meetings and that he would go out there and look at Tecopa Rd. and assess the condition that it is in so that if more than typical maintenance needs to be done then they can do it. Mr. Dahl let Mr. Floyd know that if they were to ever do a project out there that we have 4,000 lineal feet that belong to Nye County and he would share in some costs with them for that section. Tim has not heard back from Clark County since so he does not know if they have been out there or not. Mr. Schinhofen thanked Tim for reaching out to Clark County. Commissioner Jabbour also thanked Tim.

stated that he would still like to push forward with this, and that Tim should put a number with it so that when the time comes, we can discuss it. Tim stated that he asked them about widening that road and he’s hoping they will get back to him soon. Once they do then he will have a better idea of what the cost will be associated with it. Mr. Dahl also stated that Clark County was not aware that we owned 4,000 LF. They have been maintaining it for many years. Tim stated that he will start going out there and paying more attention to that section to make sure there are no liabilities. Commissioner Blundo stated that maybe we could enter an MOU with them and do the maintenance since we are closer. Dan stated that if we could identify an area off Indian Reservation/ Turner or even Homestead then maybe that could be an alternate route into Frontsite. He doesn’t want to incur a lot of costs but it’s something to look at. Tim stated that we would need to apply for ROW to the BLM since they own most of the land in that area. Dan stated that there is already a ROW for the power lines so maybe look at that area as well. Commissioner Jabbour asked what the time savings would be if we were to build an alternate route vs. using HWY 160. Tim stated that he can give him his best estimate, but he thinks it’s almost double the miles to take 160. 2 Regional Transportation Commission – Minutes January 27, 2021 Chipseal Program Update‐Tim stated that the 19/20 Chipseal List is complete, and we are waiting for the weather to get warmer so that we can take care of the Chipseal List roads. The contractor will only need 4‐5 days to complete it. Tim is thinking this will take place in March. We have already started preparing the roads that need to be replaced. Dan asked that when we do the budgets for next year’s Chipseal he would like to have Tim and Tom’s opinion. Tim stated that having a line budgeted for Chipseal would be very advantageous, we could also create a new list and have public involvement. Commissioner Jabbour would like to have the roads for Chipseal prioritized. Commissioner Blundo wanted to make sure that all the roads listed on the Chipseal list for 19/20 will get done. Tim stated, yes. Linda St from Roadrunner up to Mazukka was the alternate road that was put on the list and we have not heard back from BLM yet for the ROW application that has been submitted. Tim stated that he did receive a letter from the BLM stating that they were flooded with applications and that it would take longer than their 60‐day window. Dan thinks it might be a good idea to take it off the list since we may not have an answer before the contractor can start working. We can always put it on next year’s list. Pavement Preservation List Update‐Tim stated that we have completed Leslie St. from Basin to Irene. Tim stated that the next projects on the list are in Beatty, Third St. from US 95 to Main St and W. Cottonwood from US 95 to C. Ave. Tim will get those bid documents out. Mr. Tom Bolling stated that the conditions of those roads aren’t bad so we can overlay those and end up with the same life span. It will cost significantly less so we could overlay more roads in that same are at the same time. Dan stated that’s what he likes to hear. Tim stated this Board rotates the locations of where the money will be spent. Commissioner Blundo would like Tim to send out the Approved Pavement Preservation List to the Board Members. Intersection Improvement Update‐Tim stated that the lighting has been long neglected. Tim stated that Public Works has done an extensive amount of research and he thinks the best way to fix this is to get some Solar power poles. Tim has ordered 10 poles that he would like to place at 5 locations. He thinks this will save the County money. These lights will require less maintenance costs also. Tim also stated that the County pays roughly $2,100.00 a month for the meters at the intersections that are lit at this time around Pahrump alone. Tim wants to start by placing lights at Mesquite and Blagg.

asked Tim to reach out to Valley Electric and get a cost comparison for Solar lighting and maybe we will be able to negotiate with them for a lower monthly rate. Tim stated the he will ask them. He has had a conversation with them in the past about upgrading the lights to LED so that the monthly bill would decrease, and they were not willing to upgrade them at the time. They currently do not offer solar light poles to the public. Commissioner Jabbour told Tim if he needed any help with getting in touch with Valley Electric that he would help negotiate it. Commissioner Jabbour also stated that some LED’s might not be conducive to solar. Tim stated that he converted the poles at the Calvada Eye from high pressure sodium hyaloid lamps to LED and it is a very simple process. It costs about 100.00 per bulb to do that.

asked that on the next Agenda, if there are updates, that we would like to see them listed as separate items. 3 Regional Transportation Commission – Minutes January 27, 2021 Blagg and Pahrump Valley Boulevard‐Tim stated that this update was part of the new solar lighting that he will be putting lighting in. Tim also stated that he would make sure the Board got a completed list of those intersections for lighting. Tim stated the Preservation List has Blagg road from Blagg Road to Harris Farm Road and we are still waiting for time and personnel to get it done, that goes the same for Pahrump Valley Boulevard from Gamebird to Kellogg. Those are the CIP roads and we will be doing those next because we have no ROW issues. Tim thanked Mr. Dan Harris for dedicating a significant portion of land. SET TIME & DATE FOR NEXT MEETING:
