called the meeting to order at 9:00 a.m. PLEDGE OF ALLEGIANCE: GENERAL PUBLIC COMMENT: Joseph LaBossiere who resides in Amargosa stated that Buck Bray had not heard from Mr. Dahl since the meeting in Amargosa 3 months ago regarding Roads Wiess, Sandy and Rose. Mr. LaBossiere would like Mr. Dahl to get back to him asap. Mr. LaBossiere also stated that the average income is 47,300.00. He is concerned about the raising of the Deisel Tax. thanked staff for holding a Public Workshop. Mr. Dahl stated that he welcomes all comments at those workshops. Mr. Schinhofen stated that he supports the Diesel Tax. Mr. Schinhofen also stated that he would like to have some kind of template for the DA to use so that we are not waiting months and months to get bids out. Also, Homestead from Gamebird to Hwy 160 needs to be fog sealed and maintained. Mr. Dahl stated that he presented a template to the District Attorney, and they accepted it but they have a lot on their plate and has asked them to kindly move those forward. Mr. Dahl

stated that he invites the public to visit our website for information regarding the Deisel Tax Workshop.

Mr. Dahl

stated that Public Works, the State of Nevada, and the Federal Highway Association have been working together to put a Local Road Safety Plan together. This will help us identify countermeasures and improvements that we can make to our roadways in regard to accidents that occur on out local roads and intersections so that we can get to Zero fatalities in our County. He will bring it to this Board and the Board of County Commissioners. Mr. Dahl stated that the Diesel Tax Workshop went pretty well. He has scheduled Workshops in Beatty, Amargosa, Round Mountain and Tonopah. All information regarding the Deisel Tax Workshop is on our website.

Commissioner Blundo

stated that these workshops are important, and he encourages the publics input.

Mr. Schinhofen

stated that for the record, he is pushing this tax for maintenance on our roads. Not for a road to Frontsite. Arnold Knightly stated that he has posted the information on social media as well.

Mr. Dahl

wanted to thank everyone that came to the workshop.

asked for a tax break down for the next workshop. Also, he stated that he brought up the property tax to the BOCC at the last meeting. APPROVAL OF THE MINUTES FROM 5/19/2021 MEETINGS:

Mr. Eric

Whalen, the Director of Pahrump Valley Public Transportation stated that ridership is continuing to climb. He also stated that the PVPT has been operating under the Pahrump Senior umbrella and as of October 1, 2021. PVPT will officially have their own 501-C3. For the next 2 years they have received a grant in the amount $860,592.00 the local match will be $301,000.00 which they will get through ridership, contact revenues and things of that nature. He also got a grant 5339 grant in the amount of $264,059.00 to purchase 4 ADA vehicles. Mr. Whalen is asking this Board for a match amount of $46,599.00 from the 10208 ¼ cent Transportation fund for this fiscal year’s budget.

Mr. Schinhofen

stated that he was going to use this service, but he called yesterday and found out that there is a 3 day wait time. Mr. Whalen stated, yes. Mr. Whalen also stated for the record that there is a + or – of 3% on that match amount depending on when we actually purchase the vehicles.

Commissioner Jabbour

stated that Mr. Whalen has been very proactive and communicates well. He wants to know the time frame in which services will be expanded to other parts of Nye County. Mr. Whalen stated that as soon as he gets these vehicles, he can put a plan in place. The budget for extending services has been approved. Commissioner Jabbour asked that when he has a plan in place then he should attend the Town Boards and inform them.

Mr. Dahl

asked if they will still be operating with the Senior Center. Mr. Whalen stated that they have their own form of transportation.

Commissioner Blundo

asked for clarification on the merging. Mr. Whalen stated that Vet Trans and the PVPT will be the ones merging together.

Mr. Whalen

stated that Pahrump Senior transports to Amargosa. Mr. Dahl asked Mr. Whalen to share some of the knowledge he may have for grants to the outer lying areas. Mr. Whalen stated that he would email the Town Boards.

Mr. Jabbour

asked where the bus that they purchased is going to. Mr. Dahl stated that it is going to PVPT. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- Discussion and Deliberation regarding the purchase of 5 LED Solar Lights to be installed in Round Mountain and funded from the ¼ cent fund 10208.

Mr. Dahl

stated that Commissioner Jabbour and himself had gone to a Town meeting and he spoke to then abut changing their lights to solar (in Hadley). That’s why he is reaching out to this Board.

Mr. Schinhofen

asked if t hey were still collecting Gas Tax money. Mr. Dahl stated yes, and it had been presented to the BOCC for consideration.

Mr. Schinhofen

made a motion to approve the purchase of 5 lights.

second. Approved FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- Discussion and Deliberation regarding the FY 21/22 Chipseal List.

Mr. Dahl

suggested that this list not be approved by this board annually anymore. Now that Public Works has purchased equipment and the BOCC has given them extra positions he feels that this should be part of our regular maintenance schedule for chip sealing and maintaining the roads. Mr. Dahl also stated that he feels its very important to use analytical data and to listen to the community and to take the petition requests and suggestions from the Commissioners to decide what roads that will be done.

Commissioner Blundo

asked what the time frame was to get through this list that is presented today. Mr. Dahl stated that they are now in the process of training the new employees on the new equipment and as soon as they are trained, they will begin work.

stated that this is a priority and so as soon as the new hires are trained then go get it done.

stated that prioritization is very important, and he supports what

stated that he thinks this board should see the list once a year, but he has no problem with this list and moving forward. stated, that is correct. Mr. Schinhofen motioned to approve the list. Commissioner Jabbour second. Approved. Further Discussion. Mr. Frank Carbone stated that Tim Dahl should b afforded the latitude to get things done so he supports the motion.

Mr. LaBossier

stated that the list has Farm Road from School Lane to Powerline and that is good. Mr. Dahl stated that those roads are on the Pavement Preservation List which is the next item.

thinks that we are headed in the right direction.

Commissioner Jabbour

asked that Mr. Dahl reach out to other Boards and Towns to make sure they are taken care of too. Mr. Dahl stated that he has no problem doing so.

stated that he wants to see results. We also will re-evaluate it next year to see if it goes well. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION- Discussion and Deliberation regarding updating the Pavement Preservation Projects List (approved 3/13/2019)

Mr. Bolling

went over the Pavement Preservation List.

Mr. Bolling

thinks that the area needs to be removed and replaced because it has already been overlayed. This will increase the cost. Mr. Bolling is working on getting that cost, so we know how much to expect.

Mr. Schinhofen

stated he would like clarification when this list comes back on whether we are going all the way from Thousandaire and 160 but Thousandaire need to be connected from Jane over to Hafen Ranch. Mr. Schinhofen stated that back in the day Mr. Fanning would purchase ROW from the County Tax Sale. Mr. Dahl stated that we are still doing that, and we actively do that for any masterplan for flood control too. Some of the issues we have on Bell Vista have been that of obtaining ROW. Part of the 40 million NFLAP agreement is a 5% match.

Mr. Schinhofen

also stated that gas and oil prices are going up so let’s get started soon.

Commissioner Jabbour

stated that marketing has a golden number of 3. He thinks that 3 months is too long to wait to reach out for obtaining ROW’s. He stated that following up 3 different ways one right after another will be beneficial.

motioned to approve the list. Jabbour second.

Mr. Dahl

suggested that we move Winery Road from 160 to Zuni up on the list between Central Rd in Tonopah and Basin Ave in Pahrump. It is a horrible road.

withdrew his motion.

made a new motion to include Winery Road further up the list as suggested by the Public Works Director.

Commissioner Blundo

asked where Pahrump Valley Blvd from Gamebird to Thousandaire is because it’s on the CIP list but not our list. Mr. Dahl stated that that road didn’t have the analytical stats to be on this list. It would be further down perhaps in another fiscal year.

stated that before he was ever a commissioner that road was on the list. He would like to get it back on the list.

Mr. Dahl

stated that Gamebird from Malibou to 160 is on the Capital Improvement list.

Commissioner Blundo

wants to see PV Blvd back on the Pavement Preservation List. Mr. Dahl stated that he will research it.

Mr. Schinhofen

stated that the CIP money has to be spent in a certain amount of time and he would like PV Blvd on here as well. He also stated that Winery Rd has a sub-division up there and he asked that we adopt those roads when he was a commissioner. He would like for us to consider adopting those now. mentioned to Mr. LaBossiere that Farm Road is a 2.5-mile project. He will do his best to get it done.

stated that the Deisel Tax flyer is very misleading. Mr. LaBossiere wanted clarification on where the property tax went. Commissioner Blundo stated that its still there, but the Roads are no longer getting it. Its going somewhere else. ACTION: set time and Date for next Meeting:
