motioned to approve the minutes from 7/21/2021. Mr. Schinhofen second. Approved. Regional Transportation Commission – Minutes October 20, 2021 FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION‐ To rescind the action taken on October 27, 2020, to pay the Member‐at‐Large the sum of $50.00 per meeting starting in January of 2021 and funded from the RTC 10208 ¼ cent fund.

read a letter that he wrote to this Board and asked that it be included in these minutes. (See attached)

Commissioner Blundo

made the motion to rescind the action taken on October 27th, 2020.

Commissioner Jabbour

stated that in the meeting on October 27th there was not a real quorum so Mr. Schinhofen should have recused himself from the vote. The meeting should have been continued until Commissioner Koenig returned. One question he has is by who’s authority was the decision determined? He also stated that according to the NRS some board members can be paid but it is his understanding that it is not in the guidelines of this board. He hopes Mr. Schinhofen will change his mind in resigning and continue to serve on this board.

Commissioner Blundo

asked that Tim Dahl have a conversation with Dan and thinks this could have been handled better. He thanked Mr. Schinhofen for his efforts on this board. Public Comment‐Mr. John Koenig stated that back in October he was notable to attend the meeting and he was surprised to see this item on the agenda and thinks that Mr. Schinhofen should have recused himself from this vote. Mr. Koenig also stated that he had nothing to do with this item getting on the agenda.

stated that it was determined by the DA that this was about authority on whether we can or cannot do this. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION‐ Regarding the Local Road & Safety Plan.

Mr. Tim

Dahl stated that the Road & Safety Plan was initiated by the FHWA (Federal Highway Administration) and the State of Nevada to try to bring safety to our roads, not just in Pahrump but in the entire County. Mr. Dahl stated into the record that Nye County is dedicated to creating infrastructure and roadways that keep all of our users safe. While safety is one of out top priorities, there are ways we can work to improve out community efforts. Between 2013 and 2017 there were 744 crashes in Nye County. Of those 744 crashes, there were 36 crashes where we either lost a community member or they were seriously injured. To save more lives in our County, stakeholders from various backgrounds‐engineering, law enforcement, community organizations, and the board of commissioners‐ came together to develop this Local Road & Safety Plan and formalize our commitment to eliminating the number of fatalities and serious injuries on our roadways. Tims stated that this will provide us with many different ideas and mechanisms to utilize. He believes it’s very important for this board to review it and adopt it so that we can implement the ideas within this plan to keep our citizens safe in our communities.

Commissioner Blundo

asked if there were any highlighted areas that need to be discussed. Mr. Bolling stated that on page 11 it highlights the frequency of accidents and where most accidents happen. Those are in the area of Honeysuckle, Pahrump Valley and Dandelion area.

Mr. Dahl

stated that there are a lot of young drivers in that area because its near the high 2 Regional Transportation Commission – Minutes October 20, 2021 school. Mr. Dahl also stated that he would like to see the elderly folks having to retake their drivers test to keep us all safer on the roads. He would also like to implement some sort of awareness or education program so the younger drivers will be aware to the safety on our roads. Mr. Dahl would like to see intersection lighting in areas that are dark. He has started the process of purchasing solar lighting for some of those intersections. We have started installing LED flashing STOP signs. Mr. Dahl would like to have continued support from this board for the education and safety awareness.

will do some research also on what kind of education and awareness we should bring to the drivers on our roadways.

would like to see if we could do flyers or a social media campaign by bringing awareness to the texting factor.

Commissioner Jabbour

made a motion to accept the Local Road & Safety plans as presented in the back‐up. Commissioner Blundo seconded the motion. Approved. Public Comment‐Mr. John Koenig stated that he has been driving for 64 years and when talking about education for the older drivers, he believes the AAA used to do that and he’s not sure why they stopped. Older drivers become a risk and maybe some sort of insurance break would be a good incentive for them to become more educated. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION‐ Regarding a Bi‐weekly update of Projects, major road concerns, and items that require RTC attention from the Director/Assistant Director of Public Works.

Commissioner Blundo

stated that he would like to see in the reports what Projects are coming up and where they are as far as work that is being done. He would also like to see accident reports, areas of concern and positive things so that he can update the public. He wants to see what areas that the LED lights will be going in.

Commissioner Jabbour

stated that this isn’t to inundate the Director but more so that this board is aware of all that we are doing to better our community and roadways. He would also like to have this update presented at the BOCC.

Mr. Dahl

stated that he is busy and all over the county daily and instead of presenting this to the BOCC separately he thinks that it should be during the Highway Commissioners Report, but he will entertain whatever this board decides.

Commissioner Jabbour

stated that updating monthly at the BOCC is fine.

Mr. Dahl

stated that the accident reports are good idea, and he will provide those as well.

Commissioner Jabbour

stated that by including those then we can see where we need to focus our efforts on improving safety and then we can follow‐up.

Mr. Dahl

stated that he gets calls all hours of the day from the Sheriff’s office when there is an accident that involves something we could have fixed or done differently, and he is open to all suggestions.

made a motion to approve a Bi‐weekly update from the Director of Public Works, including the accident report.

Mr. Bolling

stated that we are working on the design and elevation for this, and we should be finished with that next week. Once that is done, we will send it out to bid. The soils report is the only thing we will be waiting for.

Commissioner Blundo

clarified that this is still on a 17 to 29‐week schedule.

Commissioner Blundo

made a motion for staff to move forward on the bid for a full build out.

Mr. Dahl

wanted to clarify that the 17‐29 weeks is primarily what it takes after we have gathered all of the information and submitted it. If change orders happen to arise that will push the time frame back also.

Commissioner Blundo

stated that this project is a priority. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION AND DIRECTION to staff on how to move forward with the two (2) Blagg Road Projects (Calvada to HWY 372) on the Pavement Preservation List.

Mr. Bolling

stated that these projects are at zero. On October 11th we reached out to Geotech to get geotechnical evaluations and we are waiting for bids to come back.

Commissioner Blundo

stated that back in 2017 this project was slated to be 2019/2020 Project and he would like to prioritize this. Mr. Bolling stated that it takes a considerable amount of time to gather all the information needed for a project to go out to bid.

made a motion to move forward on the bid for a complete build out.

seconded the motion. Approved.

Mr. Dahl

stated that it costs the County about 2/3 less to build these roads ourselves rather than send them out to the CIP. ACTION: set time and Date for next Meeting:

liked Commissioner Jabbour’s idea for a Public Report. We can get with Arnold Knightly on that.

would like to start working on a social media campaign for driver awareness. Commissioner Blundo also asked if we need to bring forth or advertise for the SB40a to be on the ballot. He asked if we could use RTC funds to advertise for this. Mr. Dahl stated that he would look into it. Mr. Dahl stated that he was directed by this board to get it on the ballot, and he thinks an educational campaign is great idea.

Commissioner Blundo

asked if we have installed all the lights that this board approved to be installed. Mr. Dahl stated that we haven’t received them all and some of the equipment that was approved in yesterdays BOCC meeting was for installing those. Mr. Dahl stated that the new light on Calvada is up and running.

stated that he thought that this RTC Board met with the BOCC.

would like to know when this stopped occurring. Mr. Dahl stated that he was not aware of the RTC meeting at the same time as the BOCC and if it did then they probably stopped because of the time it takes to get through a BOCC meeting but he would be happy to look into it.

Mr. Bolling

stated that in the January meeting he will be asking for direction in updating the PCI’s. The last time this was done was 5 years ago in 2016. GENERAL PUBLIC COMMENT: (second)

Mr. Koenig

stated that the other board meetings are separate from the BOCC because usually the BOCC meetings last until 6pm. Greg Dann‐Mr. Dann stated that he is glad that Tim and Tom are both in Public Works and they do a fine job. He has been here 40 years and he has seen a lot of things he agrees with and things he disagrees with, but the roads need to be addressed. Basin for one needs repair and we also need the funding to fix those. ADJOURN: Respectfully Submitted, Lynnette Atkinson 5
