Blundo commented that he believes that the Federal Gas Tax Holiday will be detrimental to Nye County and our economy. He feels that if that is the route we are taking then he wants to repeal the whole thing. APPROVAL OF THE MINUTES FROM 3/30/2022 MEETING:

would like an update on Wilson and Basin. Mr. Bolling stated that those roads are on the already approved list. The list that has been brought today is a future list.

asked where Pahrump Valley Blvd from Calvada to Gamebird is. Mr. Bolling stated that it is in Fiscal Year 2026/2027.

Mr. Bolling

stated that when making this list, we take the normal budget that we have and try to a lot around a million dollars for chip seal and patching and then take what’s left and match it to roads that need to be done by the year and the funds. Mr. Bolling stated that we are fixing the sides of the road and filling potholes on Pahrump Valley Blvd. now He also stated that they started chip sealing last week. They are also griding up some roads in the southern area of Pahrump so that those can get chip sealed as soon as we get more oil. We are also doing an overlay on Harris Farm Rd.

stated that Gamebird and Pahrump Valley intersection is very important and would like to see dedicated turn lanes. Mr. Bolling stated that this would be an improvement project to preservation so it would need to go on a list and discussed at a later meeting. Mr. Bolling stated that there is a figure 8 round about in Inspirada, these seem to work out well for aligning misaligned roads. Mr. John Koenig would like to see the plans for that. Mr. Bolling stated that he will get them and bring them to the next meeting.

Mr. Bolling

stated that they are going to try do a scrub section on Farm Road in Amargosa in FY 23 to see if that will hold up for the big trucks. He also stated that he removed it from the list because it’s more of a maintenance item than preservation. Mr. Bolling stated that it costs around a half a million just to repave one mile of it. That does not include the work that it takes to get it ready to be paved. It’s going to cost roughly 2 million to finish paving it. He also stated that in the past 5 years we have spent 2 million improving the road. 1 million of that was gifted by the Solar Company being developed there. Mr. Bolling is aware of the problems on Farm Road, and he is trying to find the most cost-effective way to fix it without breaking the bank.

Commissioner Jabbour

stated that the prioritization of Amargosa is very important. He also mentioned that Valley View is also in horrendous condition. Mr. Jabbour stated that there are quite of few roads in both Amargosa and Beatty that need repair. Commissioner Jabbour stated that Beatty and Amargosa do not have any roads on this list until 2025. Mr. Bolling stated that this list can be revised.

asked where we are with the Diesel Gas Tax ballot question. Mr. Bolling stated that we have created a resolution and question that has been given to the DA for approval before bringing it the Board. Commissioner Jabbour stated that by getting this tax it will help with funding.

would like to see the Diesel Gas Tax pass. He also asked how the prices have been holding up with all the inflation. Mr. Bolling stated that it has impacted us tremendously.

Mr. Bolling

stated that on the old list, the only road we have left is Winery and after that is Bell Vista but that has an NFLAP Grant. The others have been budgeted and once we get the ROW we can get started on them. He would like to be able to revise this list yearly so that we can see where we’re at and possibly make changes if needed since PCI’s change so much. 2 Regional Transportation Commission – Minutes June 23, 2022

stated that the Dura-patcher should be used more often in areas of concern, and we should see about purchasing another one. Mr. Bolling stated that we used it on a couple of 50- foot sections on Farm Rd and it did work great, but he thinks that a scrub seal would work even better. He is going to do a test area to see how well it will hold up. Mr. Bolling stated that it would only cost about 250-300 thousand for 6.5 miles instead of millions.

Commissioner Jabbour

stated that the outer lying areas of Nye County need to be addressed too. Pearl Olmedo from The Town of Round Mountain stated that while looking over the list she noticed that there is no representation for Carvers or Round Mountain and Gabbs and they are all in need. She would like to see representation sometime in the future so that Taxpayers feel good about paying their taxes. Commissioner Jabbour stated that he has already addressed it. Frank Carbone stated that he appreciates the list and asked if the Bell Vista grant has been revised or gone up since the inflation has. Mr. Bolling stated, not that he is aware of. Last time he looked it was still at 30 million and some change. Frank also stated that he has not seen Belmont on any lists, and they are in dire need. Commissioner Jabbour stated that Belmont Rd is a prioritized road even though it is not on this list. The County Road Department is waiting for 900 tons of cold mix specifically for Belmont Rd.

Mr. McGill

LaBossiere stated that we need more communication with the community. Maybe take pictures or contact the newspaper and let folks know what projects are coming up.

motioned to modify this list with the figure 8 on Pahrump Valley (to be discussed at a later meeting) Commissioner Jabbour seconded the motion.
