Blackstock stated that he has sent a couple of emails to the Public Works Director regarding some information for training and certifications that might be good for Nye County. He is a retired Public Works Director from San Diego and just wanted to pass along some information. COMMISSIONER/MEMBER COMMENTS:

Commissioner Blundo

stated that there is misconception regarding the completion date for Pahrump Valley Blvd. Mr. Blundo asked Mr. Bolling when the final completion date is supposed to be. Mr. Bolling stated that August 20 was their final date but because of the rains and flooding he allowed them 14 more days for the rain and 3 more days for using their equipment to haul material to Belmont and 2 days for a line inspection for a total of 19 extra days. September 8th is the end of their contract and after that they will be charged $500.00 a day for liquidated damages. Wulfenstein’ s gave us a completion date of October 18th at their last meeting with Public Works which puts them at $20,000.00 in liquidated damages. Commissioner Jabbour

stated that it’s his understanding that Wulfy’s crusher was affected by the flood and that is what held them up for the 2 weeks. Mr. Bolling stated that is correct, that is why we gave them 14 extra days. He also stated that a lot of the material washed away during the flood too. Commissioner Jabbour stated that we do need to give them some leeway for those reasons.

Mr. Bolling

stated that they will try to beat the October 18th date, but he is going to hold them accountable for the work being done to our standards. In the bi-weekly meeting with Wulfy’s they discussed that it would be in both parties best interest to prepare the first mile from Gamebird to Manse and get it paved then finish the remainder of the project.

Mr. Bolling

stated that the Road Crews are working on chipseal and clean-up from the last rain that we had. Pahrump Vallery Blvd is included in the chipseal, and it should be done by mid- September.

Commissioner Blundo

would like to see an update on the Rural Road Program (chipseal).

Mr. Bolling

stated that we have 4-5 roads already ground up toward the end of Gamebird in preparation for the chipseal program. He also stated that the Type II is ready to go. APPROVAL OF THE MINUTES FROM 6/23/2022 MEETING:

Mr. Bolling

stated that in the back-up is a list of prevailing wage rates for the State of Nevada.

Mr. Koenig

stated that looking over this, it is not feasible for Nye County to pay prevailing wage.

Commissioner Blundo

thanked Mr. Bolling for the presentation. No action taken. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION REGARDING THE COST AND ENGINEERING FOR A CONCEPTUAL FIGURE 8 ROUNDABOUT AT PAHRUMP VALLEY AND GAMEBIRD.

Mr. Bolling

stated that he doesn’t think that a roundabout will work here because of the distance. Mr. Bolling also stated that the estimated costs for asphalt roundabouts is going to cost roughly $1.4 million.

Mr. Koenig

stated that looking at the crash data and seeing what its going to cost he doesn’t feel it’s necessary to have a roundabout there. Mr. Bolling stated that there will be lighting in that intersection once the improvements are done in October and that will help.

Commissioner Blundo

stated that we should look in to having a suicide lane. Mr. Bolling stated that when they widen Gamebird there will be designated turn lanes installed. Mr. Bolling also stated that to engineer a roundabout its going to cost around $250K and to engineer just the intersections it would only cost about $50-60K. stated that there are 2 quotes in the back-up. We will need to have an attenuator truck with each of these and that is not included in the costs. Mr. Bolling stated that he does not have a preference, it is the pleasure of the board. Public Comment-Mr. Blackstock stated that the one-man operations are a great way to go. He also asked if we able to buy equipment form the State. Mr. Bolling stated no, we use open source.

Commissioner Jabbour

asked if we had the attenuator truck. Mr. Bolling stated no he is getting quotes in that now.

Mr. Koenig

made a motion to purchase the Cimline Patcher in the amount of $283,180.00 from RTC Funds 10208. Commissioner Jabbour second. UPDATE ON THE WORK BEING DONE ON HIGHWAY 160 AND ALSO ON BLAGG.

Mr. Bolling

stated that all the work on Highway 160 should be completed by Monday the 22nd.

Mr. Bolling

stated that he raised some concerns at the beginning of the project because they blocked all exits and entrances for our emergency vehicles. Mr. Bolling stated that by him doing this they shut the job down for a couple of days to re-evaluate and they may use those couple of extra days to finish up the job.

Mr. Bolling

stated that the Blagg project if complete other than the stripping in front of the Middle School. He is waiting to hear back from the School District on how they want that stripped. Mr. Bolling stated that the stripping is contacted out die to the fact that ours is not working.

Mr. Koenig

asked Mr. Bolling to take a look at Sloan because the chipseal looks really bad. Public Comment-Mr. Blackstock stated that the scheduling was poor for this project. Mr. Blackstock asked why they didn’t go another 60 feet and pave to the driveways of the Post Office. He also stated that the crews do a good job he just doesn’t understand why they stopped short.

stated that we actually made that area worse because there are ruts in the asphalt.

Mr. Bolling

Mr. Bolling

stated that we need to source for chips in Tonopah. We have sent it out but have not received anything back. We have a PO for 2000 tons of chip from Jim Wilkins Trucking in Amargosa and we can use some of that for Tonopah. 3 Regional Transportation Commission – Minutes August 17, 2022

asked about the parking lot at the Tonopah Courthouse. Mr. Bolling stated that the parking lot is almost 25 years old, and this repave will last about 5 years but after this we will need to rip it out and put in a new one.

Mr. Bolling

stated that he will travel to Duck Water next week to assess the damage from the rainstorms.

Mr. Bolling

stated that they sent letters to the homeowners on Blagg, and the next step is to send it to the DA. Commissioner Blundo stated that he and the Director have been out there and talked several times with her and offered solutions, but she is not responding.

is out there today surveying the area again.

stated that for the record, we should go out there and talk with the homeowner and ask her what she would like to have done because taking this to the DA will be a long-drawn-out process and ultimately it has to be done to widen the road.

stated that Red Butte and Bourbon has flooded again. Mr. Bolling stated that it is a natural flood zone area, and it will continue to do so. Mr. Bolling also stated that he sent the crews out there this morning to fill the potholes. ACTION: set time and Date for next Meeting:

stated that we can only push the envelope so far and he wanted to thank Director Thomas Bolling and his staff for taking care of things.

stated that he would like to see an item for a cost analysis for a suicide lanes and designated turn lanes on PVB/Gamebird and also like to see what can be done at Red Butte and Bourbon, maybe see if there are utilities in that area that can help.
