has nothing at this time. Commissioner Jabbour thanked Public Works for getting the information ready for this meeting. Commissioner Blundo has nothing at this time. APPROVAL OF THE MINUTES FROM 8/17/2022 MEETING:

motion to approve the minutes, Jabbour second. Approved. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION REGARDING THE RURAL ROAD PROGRAM (CHIPSEAL). Director Thomas Bolling stated that the backup that is with this Agenda was approved by the RTC for the chipseal program. There are 5 in progress meaning they have been ground up and Regional Transportation Commission – Minutes September 21, 2022 prepped to be chipped. Those roads are Fremont, Carson, Bridger, and Lewis. The Road Department plans to start those the first week October. Harris Farm and Boothill have been crossed off because they have been chipped and are waiting for fog seal at this point. Quail Run and Blosser Ranch damaged areas have been repaired. Next week they will start chip sealing in Tonopah and resume work in Pahrump once finished.

Commissioner Jabbour

asked about the testing area of Boothill and asked if the Road Dept has gone back to follow-up to see if the test application held up. Mr. Bolling stated that he had, and they found that the equipment needs to be replaced since we can not get parts for the old one. He also stated that he is satisfied with the application.

Mr. Koenig

asked how far on Blosser Ranch did they repair to. Mr. Bolling stated that they went west of Barney. The new Blade has an automatic slope indicator so going forward we should be able to minimize the water that pools on the roadway.

Commissioner Blundo

asked about doing the roads in areas that are together. Mr. Bolling stated that they are doing areas that are close together. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION REGARDING THE COST ANALYSIS FOR SUICIDE LANE OR DESIGNATED TURN LANES ON PAHRUMP VALLEY AND GAMEBIRD.

Mr. Bolling

stated that the blue lines are existing, and the black lines are the proposed lanes.

Mr. Bolling

stated that there needs to be a 540’ transition lane. Commissioner Blundo asked if it would be done in house if we do the project. Mr. Bolling stated yes, all but the paving.

Commissioner Blundo

stated that Gamebird’s geotechnical work was not performed years ago and 10 years later here we are.

Mr. Bolling

stated that on the back up page 1 is the break down of costs.

Mr. Bolling

pointed out that the cost of engineering on this project from a roundabout to a suicide lane went from $250,000 to $50,000. Mr. Bolling also stated that we don’t have some of the equipment that it takes to do the job so we would need to rent a scraper at $30,000 per month. Mr. Koenig asked how much a new scraper would cost. Mr. Bolling stated around $850,000. Mr. Bolling stated that he can gets quotes if needed.

Commissioner Jabbour

asked about the contingency and stated that if we stay on this project and finish it in a timely manner then the contingency could be a savings and we could use that on another project.

Mr. Koenig

asked if this project is a safety issue. Mr. Bolling stated that the crash data doesn’t support it on the engineering perspective. The data we do have is crash data from public crashing into the fence at Gamebird. Mr. Koening stated that if the data showed the safety issue was on Gamebird, then he would feel better about supporting this. Commissioner Jabbour asked where this project is on Prioritization List. Mr. Bolling stated that it is not on any lists. Commissioner Jabbour asked what the main factor is of people running into the K-rail and fence. Mr. Bolling stated that its mostly impaired drivers. Commissioner Jabbour asked Mr. Bolling to look into whether we can put spikes up before the K-rail so that it doesn’t keep getting hit. stated that there is a need to get this done.

Mr. Bolling

stated that the RTC Budget for this year is 3.35 million and we have already spent 1.5 million, so we have about 2 million left but we still have to get oil and chips. Mr. Bolling stated that realistically this would be a 2024 project.

Mr. Koenig

motioned to proceed by adding it to the Project Prioritization List and then bring it back for further discussion and board approval at a later date. Commissioner Jabbour second. Approved. UPDATE from Public Works Director of current and upcoming Projects:

Mr. Bolling

stated that the update is the Bi-weekly RTC update. The fog seal in the north will be finished up today. Commissioner Jabbour asked about the pothole in the parking lot of the county facility. Mr. Bolling stated that we have the equipment there and Davy knows about it so he will follow up with him to make sure it gets taken care of. We are still in negations with the homeowners on Blagg Rd. south. The DA is involved and is aware of the issue. Commissioner Blundo stated that in the future we need to memorialize these things in writing and have them recorded so that we don’t keep running into these issues.

Mr. Bolling

stated that we have an indemnification letter that gets signed, notarized, and then recorded, stating that they are responsible for anything that happens in the ROW and cannot hold the County responsible. Commissioner Blundo asked if there was something we could do with the Realtors so that the homeowners know about the issues in the ROW. Mr. Bolling stated that he would look into that.

that the lighting project has been cumbersome with the contactor, and we have finally come to a design agreement. He would like to order 15 more.

Mr. Bolling

stated that they met with Buildings and Grounds and the parking will be at a 45- degree angle at Petrack Park.

Mr. Bolling

stated that they are just about complete with the clean-up from the flooding on Gamebird. Mr. Bolling stated that the flood channel did its job, but that channel needs to flow past Gamebird.

Commissioner Jabbour

asked about the lighting contractor. Mr. Bolling stated that it’s a response time. Commissioner Jabbour asked if the 15 extra poles were part of the original contract. Mr. Bolling stated no but we can piggyback off it. Commissioner Jabbour asked Mr. Bolling to send an email to the County department that is holding things up and ask for a better response time as per this board so that we are not being held up on projects. Mr. Koenig

stated that he would like an item on the next agenda regarding the flooding issues past Homestead, i.e., what can be done and what it would cost. Commissioner Blundo would like to see estimates for scrapers and dozers if Mr. Bolling sees a need. He would also like to see some sort of document that indemnifies the county of any liability between the county, the seller, and the buyer.
