stated the BOCC appointed the officers, so he made a motion to approve their decision. Mr. Koeing second. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION REGARDING WHAT CAN BE DONE AND THE COST FOR THE FLOODING ISSUES PAST HOMESTEAD.

Mr. Thomas

Bolling stated that this item was brought forward so we could discuss options on what to do regarding the flood waters that ran toward Homestead this past flood. Homestead is a small part of the big picture. On July 26, 2021 it mainly rained over the northern end of the valley causing flooding issues. On July 31, 2022, it rained over the racetrack, decimating that area which includes the Homestead area. The entire valley is a flood issue. The board has approved for us to get the engineering done for flood water mapping so that we can wee exactly where the waters run. We are doing the south end as part of a Grant and the northern part was approved by the BoCC.

Commissioner Carbone

asked for the flood map to be shared with the new Commissioners.

Mr. Bolling

stated that when we get all the information we will ask this board for the approval to update the Master Flood Control Plan, this has not been done in more than 5 years. Once that has been updated then will more of an idea on how to control those waters. Mr. Bolling also stated that the last time we wanted to install it or implement it was going to cost around 300 million dollars, naturally the board turned it down, so we took the money back and applied it to the master plan update. Mr. Bolling stated that we need to have an outfall, a place for the water to channel down.

Mr. Koenig

stated that we should at least check into a cheaper way to slow the water down.

Commissioner Carbone

stated that we have had conversations with BLM regarding the channeling up there but he has not seen the final outcome of those conversations that took place with a past Public Works Director and he would like to see that information.

Mr. Bolling

stated that any site development is designed for a 25-year flood, and they have not got to that part yet as the site development is not finished. The last flood was classified as a 100-year flood. Anything we build needs to withstand a 100-year flood plan. Tom stated that he has sat down with the engineers and explained to them what we need, and we have also talked to BLM regarding the SS247 to obtain that land. The problem we have is that the dollar figure scared the board, and we should be getting impact fees from developers for the channels. Mr. Bolling suggested that we ask the BOCC to impose impact fees to developers so that we can do what is necessary for the flood waters. Mr. Bolling also stated that until we have the funds we can’t do anything.

stated that he thinks it would be a benefit by putting ribs up there and it wouldn’t cost a lot. Commissioner Carbone stated that we need to talk with NDOT and BLM before we take it to the BOCC so that we have hard numbers. Me. stated that this was his item and he saw this article and thought it would be a good topic to talk about alternative paving products. Mr. Bolling stated that modified emulsion is basically plastics. We use a polymer modified asphalt now. The problem is that it will crack in the northern areas because of the cold. Mr. Bolling

stated that there is not much maintenance going on in the Northern District right now because they have been busy plowing snow. We are building the Spring Meadows Rd in the Central District. It is still too cold to do chip seal or overlays right now. Right now, in the Southern District we have crews patching, trimming, and shouldering. We started the Basin Project (Daliah to Blagg) on Tuesday 1/17/2023. We will be raising the intersection of Blagg and put culverts underneath it. It is scheduled to be done mid-May. A line was hit yesterday that was not marked but the good thing abut that was that we were able to check the flow lines if the driveways going down Basin. Mr. Bolling will send the Board the schedule for the Basin project. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION TO REQUEST THAT THE BOCC AMEND THE PROPERTY TAX ALLOCATION TO PROVIDE FUNDING FOR THE ROADS.

Commissioner Carbone

stated that he had a conversation with Lorina and Liz to look in to this. Back in 2015 the tax assessment was changed. He also stated that he will get it on the BOCC Agenda once we have the information that is needed. Mr. Bolling stated that he just wanted to see if this boards supports it. Commissioner Carbone asked that we bring this item back to the next meeting. ACTION: set time and Date for next Meeting:

Commissioner Boskovich

asked what the annual deficit to bridge the funding gap is for the Roads. Mr. Bolling stated that the last study showed that we should be spending roughly 10 million a year and our income was 4 million. Mr. Bolling also stated that we don’t have the staff 3 Regional Transportation Commission – Minutes January 19, 2023 to be spending that much a year anyway but if we had a definite income then we would hire more.

Mr. Koenig

asked where we could get another 5-6 million a year. Commissioner Boskovich stated that years ago when he was developing a subdivision there were impact fees that had to be paid per home. Mr. Bolling stated that we do that now through the development agreement. It’s a little over $1200.00 per house. The only problem with that is that it goes into the CIP fund and that can only be spent in Pahrump and only on the roads. We do use it for that but once they are built, we have to maintain them and CIP funds cannot be used for maintenance, that comes from various taxes. Mr. Bolling invited Commissioner Boskovich to come into his office and they can go over all of the funding sources. GENERAL PUBLIC COMMENT: (second) No Public Comment at this time.
