wanted to remind the Board that our next meting we will be discussing the upcoming RTC Budget. APPROVAL OF THE AGENDA:

motion to approve the minutes, Boskovich second. Approved Regional Transportation Commission – Minutes February 21, 2023 UPDATE: Eric Whalen with Pahrump Valley Public Transportation:

disclosed that he sits as a member on the PVPT Board and receives no funds for his service.

Mr. Whalen

stated that PVPT has now been in business for 5 years. The first year of business they had approx. 10,000 passengers. This past year they had 24,000 passengers. Eric thanked this Board for the help in purchasing a new van and after the meeting he would like to show it to the members. He also thanked them for the continued support for this program. The demand for services has become overwhelming as they are providing services to numerous county programs and departments. They currently require you to call and request service with a 3–4-day turnaround time. Eric stated that PVPT has received funding from the Nevada Department of Transportation and through grants. They are required to match funds. Michelle Cardi stated that even through COVID they still provided rides throughout our community.

Mr. Koenig

stated that currently the funds that RTC gives PVPT are ear marked for new vehicles or the repair to vehicles and he would like to see about getting that changed to be used at their discretion. They will be happy to come to this Board and show them what the funds were used for.

Commissioner Carbone

asked why it was set up that way.

Commissioner Boskovich

stated that this is a great program, and he would like to see us do whatever we can to help them and keep it going.

Mr. Whalen

stated that they can purchase vehicles through various grants so by by restricting the funds from this board he feels it could be used on other necessary purchases.

Mr. Whalen

stated that by purchasing a building it would save them 30k a year.

Commissioner Carbone

asked that we take a look at how the funds are to be used. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the allocation of Property Tax Collection

Ms. Savannah

Rucker, Nye County Comptroller stated that these funds had already been allocated when she started in 2015. Back then the County’s General Fund was in some trouble and the Board of County Commissioners reassigned those taxes to the General Fund to help offset the shortfall. Ms. Rucker stated that the Road Fund generated approx. 55-65k per year.

Commissioner Carbone

asked if the General Fund was ok now to reassign those taxes back to the Road. Ms. Rucker stated yes.

Mr. Bolling

stated that if we don’t have a million dollars a year to support the road maintenance then our roads will continue to deteriorate. Mr. Bolling stated that he is looking for at least 2 million a year and all he can do is ask.

Commissioner Carbone

directed Ms. Rucker to see what other funds can be utilized. 2 Regional Transportation Commission – Minutes February 21, 2023 UPDATE: Public Works Director of current and upcoming Road Projects:

stated that there isn’t much to update this month. They did start to excavate the Basin and Blagg intersection. Still removing snow in the north.

Mr. Bolling

stated that we did get the new striper put together and we have a representative coming out to show us how to use it. Once that is done we will re-stripe the roads that need it. It is a 2-man operation.

Mr. Bolling

stated that Bell Vista is on the slate for 2024. It is currently in the engineering phase. 70% of the plan will be done in August and 90% in December. By February of 2024 we should have complete plans to sign off on. Construction should begin sometime in June. ACTION: set time and Date for next Meeting:
