motion to approve the minutes, Boskovich second. Approved Regional Transportation Commission – Minutes April 12, 2023 FOR POSSIBLE ACTION Discussion and Deliberation regarding the FY 23/24 RTC Budget

Mr. Koenig

disclosed that he sits on the Pahrump Valley Transportation Board. Tom Bolling stated that we are 1.75 million short this year. Elizabeth Jordan, Nye County Comptroller stated that funds roll over from year to year and there were no new funds to add to this year. Liz pulled up the last 5 years and the average is 2.2 million per year. Tom stated that the funds must be used on road maintenance and repair. Tom stated that our Regional Roads are deteriorating. We need to figure out a way to get more funds for these roads as the population grows.

Mr. Koenig

stated that the taxes for new developments don’t come close to covering these costs.

Mr. Bolling

stated that the only budget line numbers that changed are Pavement Preservation lines in both 10207 and 10208. The total for both lines is 2.6 million. For us to properly maintain our roads the cost is 4 million per year just for the materials.

Mr. Koenig

stated that he doesn’t know here we are going to get the funds because we can’t just raise taxes. Mr. Tom Bolling stated that we have a Professional Services company that is looking for grants. Tom also stated that we are looking for a Finance person for the Public Works office and that will help.

motioned to approve the budget. Commissioner Boskovich second. Approved. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the center lane on Homestead Rd.

Ms. Jordan

stated that this project will be funded from road 10205. Mr. Bolling stated that the intersection of HWY 160 and Homestead will need to be improved and widened to Alfalfa with a center lane. The design will need to be engineered before we proceed.

motioned to approve. Commissioner Boskovich second. Approved. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the engineering drainage and reconstruction on Winery Rd

Mr. Bolling

stated that in the back-up you will see the picture of draining flows that come down Winery Road. Tom wants to piggyback off of the FEMA drainage study and use that data. Mr. Bolling stated that we will probably need to have drainage channels in front of the homes. Most driveways are 60 feet wide. Mr. Bolling stated that the engineers may come back with a report and tell us that it’s not feasible to build that area in such a way.

stated that Helm is already doing the FEMA Study so it would make sense for us to use them for this study.

Mr. Bolling

stated that he would like to implement a policy for snow removal in the north. He found a policy from White Pine County that he likes, and it covers all the bases. Currently we are spending a lot of money on overtime for snow removal. Mr. Bolling would like direction from this board on how to proceed with making our own policy. Commissioner Carbone stated that we need to move forward with creating a Policy. Mr. Bolling will make a rough draft. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the call-in system for RTC

Mr. Bolling

stated that currently we don’t have many callers that call in to the meeting. In the past year we have had 2 callers. Commissioner Carbone stated that he wants to keep it. Mr. Arnold Knightly stated that its on our website so it’s a good idea to keep it. Ms. Lynnette Atkinson stated that this is a free service and costs nothing. UPDATE: Public Works Director of current and upcoming Road Projects:

Mr. Bolling

stated that in the back up is the current bi-weekly update. Mr. Bolling stated that we have 30 miles of chipseal to do so once we get Basin done, we will start that. This is for all areas. The chipseal list is attached as back up as well. Mr. Bolling stated that we will need to start with a scrub seal before we crack seal. ACTION: set time and Date for next Meeting:

stated that he is not supportive of the electric car charging stations and wants to write a letter. Commissioner Carbone asked about the light on 160 and Blosser.
