Approved Regional Transportation Commission – Minutes July 12, 2023 FOR POSSIBLE ACTION Discussion and Deliberation regarding the BoCC to amend Nye County Ordinance 111 and prepare a ballot question to increase the rate of tax to one-half of one percent sales tax.

Mr. Bolling

stated that we are only utilizing half of what we can collect in Sales tax. Mr. Bolling read through the highlighted sections in the back-up. Currently we only collect one quarter of one percent, and we are allowed to collect up to one half of one percent of Sales Tax. The last page in the back up for this item shows what has been collected for the fiscal years from 2018-2022. We do not have 2023 yet as it just ended. If you look at those figures collected at ¼ percent, we could have doubled it if we raise the Sales Tax to ½ percent. Mr. Bolling stated that it goes back in to maintaining the roads.

Commissioner Boskovich

asked how we go about collecting this Tax. Mr. Bolling stated that it has to go on a ballot question and the BoCC must approve that we put it on a ballot.

stated that he is all for letting the people decide.

Mr. Bolling

stated that the median household income for Nye County is $51,268.00 per year and the percentage of taxable goods sold is around 34.25%. That ends up being $17,559.29 a year for the median household. If we raise it by a ¼ percent, it ends up being a $43.89 increase in taxes a year that we can collect.

Mr. Bolling

stated that we are asking this Board for a letter of support for us to take to the BOCC on August 1, 2023.

Mr. LaBossier

stated that he voted against the raising of Deisel Fuel Tax, but he likes this idea of raising the Sales Tax because it will generate more money that Diesel Tax. He also stated that it would be nice to see a breakdown of where it all goes in Nye County. Mr. LaBossier also stated that it could be staggered in over a few years but once its been voted on its happening. He also thinks that ad campaigns are a good idea.

Mr. Koenig

made a motion to send a letter of support to the BoCC. Commissioner Boskovich seconded the motion. Commissioner Carbone voted nay. Passes 2 to 1. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the roads in Belmont and Gabbs.

Mr. Bolling

stated that he brought this item forward so that we could come up with some ideas on how to start fixing the roads in the outer lying areas that don’t really have any income. Mr. Bolling stated that currently we are spending approximately $200k a year in Belmont to maintain the roads and in order for them to break even to pay for that they would need to spend 80 million dollars a year in goods for the sales tax to be collected. Mr. Bolling stated that we need to figure out how we can collect more money from these areas so that we can continue maintaining the roads. Mr. Koening stated that we are a County, and we need to help all the towns within it even if their population is smaller than Pahrump or other towns. He also stated that the only way to get money out of them is to tax their property.

stated that there are different levels and percentages, and we need to be careful when we raise taxes, some areas are being taxed at their max. 2 Regional Transportation Commission – Minutes July 12, 2023 UPDATE: Public Works Director of current and upcoming Road Projects:

Mr. Bolling

stated that we paved the intersection of Blagg and Basin on the 23rd of June and we started excavating the intersection of Daliah and Basin for curb, gutter, and sidewalk. Mr. Bolling stated that we had a lot of delays with this project, but we have a projection date of September before its finished. The Dahlia intersection will be closed for approx. 2 weeks and the Las Vegas Paving will come in repave it. The Northern District area will be pothole patching and we will also be doing Gabbs and Tonopah on Monday and then heading to Round Mountain and Hadley. We will overlay Belmont at the end of the month. The Central District will be pothole patching and prepping for cold mix overlay on AV Farm Rd. The Southern District will be pothole patching and tree and weed removal as requested. We hot mix skin patched portions of Mesquite and then chip sealed it from Blagg to Leslie. We are also cleaning up the shoulders on Winery Rd and chip sealing the worst areas of it to prolong the life until we are able to rebuild it. We will be prepping Murphy and 372 for Chip seal also.

stated that its been nice having our own Dura Patcher and when we get the other one, we will send the current one to Amargosa. ACTION: set time and Date for next Meeting:

Commissioner Boskovich

stated that he likes the idea of the Sales Tax, and it needs to be packaged right so we can sell it. Commissioner Carbone stated that 2027 will be coming up soon and the ¼ cent sales tax will be going away so we need to get creative in the future. Mr. Koening asked if Impact Fees start in the RPC, Commissioner Carbone stated yes, and the Planning Director is working on that. Mr. Bolling stated that those funds can be used for new construction and reconstruction but not on maintenance. ADJOURN: Respectfully Submitted, Lynnette Atkinson 3
