announced that Pahrump Valley Transportation will be closing on their Property/Building purchase and would like to thank the RTC for their contributions over the years.

motioned to approve. Commissioner Boskovich second. Approved Regional Transportation Commission – Minutes October 11, 2023 APPROVAL OF THE MINUTES FROM 7/12/2023 MEETING:

Mr. Koenig

motioned to approve the minutes, Boskovich second. Approved FOR POSSIBLE ACTION Discussion and Deliberation regarding adopting the Nye County Snow Removal Policy.

Mr. Bolling

stated that this is for all of Nye County. Commissioner Carbone asked if there was someone who rotates schedules so that we don’t incur overtime. Mr. Bolling stated that it is not feasible for us. In the 2021 season we had 4 or 5 events that we had to plow but this season we have had more. Mr. Bolling stated that we had been getting phone calls in the middle of the night while the snow was still falling. We would like to have this policy in place as a guide for removing snow. We would start with the major thoroughfares first and then move to the side streets. Commissioner Cardone asked who approves the overtime. Mr. Bolling stated that he authorizes the overtime. Commissioner Carbone wants is to read “Authorizes overtime operations.”

motioned to adopt the Nye County Snow Removal Policy with the changes to overtime. Commissioner Boskovich second. Approved. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the Speed Ordinance within Pahrump.

Mr. Bolling

stated that the current ordinance that we have only calls out a few specific roads that are less than 45MPH but as you drive through Town you can see 35MPH signs that are not enforceable. Commissioner Carbone stated that the only signs that are posted and enforceable are the signs coming into Pahrump on the 160. That states all roads are 45MPH. Mr. Bolling would like to do a speed limit study. Commissioner Boskovich asked what it would cost. Mr. Bolling stated that he does not know. Mr. Bolling would like to get an RFQ and select an Engineer to negotiate the price.

Mr. Koenig

stated that he has an issue with the way this item reads on the agenda and would like to have it read that a speed limit study needs to be done. Commissioner Boskovich agreed.

Commissioner Carbone

directed staff to bring this back on the next agenda for discussion, deliberation, and possible action for a speed limit study to be done. DISCUSSION regarding the online maintenance requested that are received in the Public Works office.

Commissioner Carbone

stated that this is a spreadsheet that contains all of the complaints that the public calls in with. Commissioner Carbone would like to have records of the work that was done so that the public knows when it was completed and asked if we could get this in Open Gov. Mr. Bolling stated that we had a meeting with Open Gov and the asset management system that they utilize would be great for this.
