Blackstock thanked the Public Works Department for mowing on Jarvis. Mr. Blackstock asked if there was a current list for item 9. Beau Gott stated that we do not have an updated current list at this time, but we will bring it to a future RTC Meeting.

Mr. Blackstock

asked if the work being done at Chipotle was costing the taxpayer’s money. Me Bolling replied, no, it is costing the developer.

stated that he will be bringing an Agenda item forward to discuss the work order system within the Public Works department. Regional Transportation Commission – Minutes December 6, 2023 NON-ACTION ITEM: APPROVAL OF THE AGENDA:

Commissioner Carbone

stated that the date is wrong on the agenda and should read December 6, 2023, and not October 11, 2023. APPROVAL OF THE MINUTES FROM 10/11/2023 MEETING:

motioned to approve the minutes, Boskovich second. Approved FOR POSSIBLE ACTION Discussion and Deliberation regarding the Speed Limit Study within Pahrump.

Mr. Bolling

stated that in the back up there are 2 figures. The first figure of $131,760 is with Nye County collecting the data and the second figure of $182,760 is with a third party collecting the data. Mr. Bolling is requesting that the board approve the second figure of $182,760.00 because it will cost the county more than the 50-thousand-dollar difference to collect the data that is needed. Mr. Bolling stated that the engineering firm is a contractor that we already use for other projects.

Commissioner Boskovich

asked how long it would take to collect the data. Mr. Bolling stated that his guess would be around 6 months.

Mr. Koenig

made a motion to approve the $182,760.00 with CA Group to perform the study.

second. Approved. 3-0 FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION to Approve, Amend and Approve or Reject the DRAFT of the Nye County Striping Policy

Mr. Bolling

stated that we currently do not have a comprehensive striping policy and this draft is from different policies that are in place in various county’s. The idea is that when new roads are built that we have a policy stating how it should be done. Mr. Bolling stated that if it is approved, as Commissioners, you will get complaints because the double yellow stripes will be everywhere. Which means that the passing lanes will no longer be there because they are illegal and unsafe. This will only apply to the major roads like Gamebird, Pahrump Valley, Blagg, etc.

Mr. Koenig

stated that by doing the striping this way it takes the liability off the county. Mr. Bolling stated, yes. Commissioner Boskovich thinks it would be a great idea to inform the public of this new policy. Commissioner Carbone stated that a public meeting/workshop would work to inform the public.

motioned to set up a workshop for this policy. Mr. Koenig seconded. Approved 3-0 2 Regional Transportation Commission – Minutes December 6, 2023 FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the design of Winery Road Improvements.

Mr. Bolling

stated that Public Works asked Wilson & Company to draft a design for the flood channel improvements to Winery Road. They gave us two options this time. The first one is an estimated total of $4,328,100.00 and the second one is for $2,701,20.00.

Mr. Bolling

stated that the first estimate is from Zuni to HWY 160 and is designed to convey the flood waters that come down from the mountain. This design has two options. Option 1-the travel lanes will be on the left and right with a channel running in the center with sidewalk on both sides. Naturally this turns the entire road into a flood channel but will not flood people’s property. Option 2- both travel lanes will be on one side of the road with the channel on the other side and only one side will have sidewalk. The problem with this design is that people who live on the channel side of the road will need to cross the 20-foot-wide and 1-foot-deep channel to go in either direction. Mr. Bolling stated that we can install concrete driveways to get them to their property but in the event of a flood you probably would not want to drive across it. The channels will be concrete with concrete box culverts.

stated that door knockers went out to every resident along Winery Road so that we could get their input.

stated that there are pros and cons to both designs.

Commissioner Boskovich

stated that there was an idea pitched many years ago regarding a retention basin and that would solve our issues because most of our flooding comes from that hill, but the cost was somewhere around $800,000,000.00.

Mr. Koenig

stated that for years now he has been saying we need an RIB up there. A RIB will catch the water and force it back down to the aquifer but again the cost was 800 million something. Mr. Koenig is also concerned about how a School Bus will turn around. He is not really happy with either design.

Commissioner Carbone

stated that there was core of engineers that were talking about putting dams in for around $400,000,000.00 but when Katrina hit, and the dam fell apart the idea and money disappeared. He wild also like to see the Tri-Core Plan (2004) before making any decisions so that he can see what the engineers had for ideas back then.

Commissioner Carbone

thinks that we need to continue this item so that we can gather more information and re-evaluate the information from Tri-Core and the 2 designs to see if we can come up with other solutions or ideas.

Commissioner Boskovich

would like to get more public outreach as well.

Mr. Bolling

stated that he does not know anything about the Tri-Core plan, but he will look into it. The motion was made by Commissioner Boskovich to continue this at another meeting. Seconded by Commissioner Carbone. 4 Regional Transportation Commission – Minutes December 6, 2023 UPDATE from Public Works Director on current and upcoming road projects and road conditions.

Mr. Beau

Gott stated that we are finishing up the Basin Project. We also have mowers out and we are doing weed removal in areas. We have the Dura-patcher out everyday patching and fixing potholes. Mr. Gott stated that it is hard to find oil at this time of year that works on our roads.

stated that we are still working on flood clean-up in the harder hit areas, and we will have flaggers out as well.

Commissioner Carbone

stated that in the BOCC meeting yesterday there was a citizen who was concerned about his gravel road in Lower Smoky Valley. Mr. Bolling stated that he spoke to him after the meeting and ultimately there is a lot more traffic in the area because of the miners. We went out and reconstructed it last year and it has since fallen apart. We will need to put more Type II on it. Its not just Lowe Smoky Valley, it’s all the roads out there. Mr. Boling stated that they will need to come up with a plan to fix the roads out there. Commissioner Carbone asked about the percentage of miners that are using that road. Mr. Bolling stated that without ADT’s or traffic counters, he would even begin to guess. In order to get the counts, we would have to have someone out there counting the cars because we can’t put traffic counters on a dirt road.

stated that he plans on meeting with the Town Advisory Boards in order to see what their specific needs are. ACTION: set time and Date for next Meeting:
