stated that he is still working on putting together a workshop for the Striping Policy. NON-ACTION ITEM: APPROVAL OF THE AGENDA: No Changes APPROVAL OF THE MINUTES FROM 12/6/2023 MEETING:

Mr. Koenig

motioned to approve the minutes, Boskovich second. Approved Regional Transportation Commission – Minutes January 24, 2024 FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the design and engineering on West St. from 5th to HWY 372.

Mr. Bolling

stated that this road has been an issue for many years. Ever since NDOT widened the highway. They actually raised that intersection on West and 372 causing a significantly steep slope coming on to the 372 and close to the ROW. When they first built it, it was so slick that they had to come back and put traction on it so that cars could go through it.

Mr. Bolling

stated that it wouldn’t be that much work to change the slope and grade. It will require water treatment on the wall and changing the existing wings. He also stated that he has reached out to an engineer for the water flow. The estimated cost would be $150,000 to $200,000 and that includes engineering. Mr. Bolling stated that this item is for the approval of the engineer to engineer and survey the intersection.

Commissioner Boskovich

asked where the funding would come from. Mr. Bolling stated that this Board can only approve from the 10208.

Mr. Koenig

stated that this area needs to be improved.

Mr. Bolling

stated that this is only for the approval of design.

Commissioner Carbone

wants to make sure we stay within the funding. The cost for engineering is $48,203.00 and the survey is $8,760.00 for a total of $56,963.00.

Mr. Bolling

stated that it is a major thoroughfare for customers coming and going from Walmart.

Commissioner Boskovich

motioned to approve the engineering and surveying in the amount of $56,963.00 funded from 10208. Mr. Koenig seconded the motion. Approved. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the updated proposal for Improvements on Homestead from HWY 160 to Hacienda. (Originally Approved on 4/12/2023)

Commissioner Carbone

asked for an update on this item. Mr. Bolling stated that originally it was a proposal in the amount of $63,700.00 for 80’ of ROW and this updated proposal is for an extra 20’ making it a total of 100’ of ROW. Mr. Bolling stated that the ROW on Homestead from 160 to Gamebird should be 100 feet of Right of Way. The commercial development going in the west side of the road has given us the extra 20 feet and with that comes the redesigning to match the 20’ of ROW going down the rest of homestead. It is also going to require the relocation of power poles, the retaining wall and guard rails and signal lights. Mr. Bolling stated that this is needed because we always have more traffic turning onto 160 from Homestead than we have lanes for. Mr. Bolling stated that the traffic counts showed that there are 2,000+ cars a day turning into Maverick or The Source on a daily basis. If we add another commercial 2 Regional Transportation Commission – Minutes January 24, 2024 development on that corner, it will only add to that number. It will become one of the busiest intersections in town other than 160/372. Mr. Bolling stated that this design will double up the left turn lanes onto 160 from Homestead.

Commissioner Carbone

is concerned that they came back and asked for more money all this time later. Mr. Bolling stated that nothing has been done at this point and with the new development going in and giving us the extra 20’ it needs to be done. Commissioner Carbone stated that he doesn’t see it becoming a better intersection. Mr. Bolling stated that once this is done you will no longer be ablet to turn left out of Maverick onto Homestead making the intersection safer. The signs and curbs kept getting hit so we took them out and installed delineators coming out of The Source. He also stated that we are able to help design it so that it works for everyone.

motioned to approve the new proposal in the amount of $95,400.00 from 10208.

seconded the motion. Approved. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the design of Winery Road.

Mr. Bolling

stated that this item is to approve what we discussed at the last meeting. There are 2 alternatives. One is the center line of road, and the other is the edges. The flow velocities are atrocious and when the water flows down Winery it causes major damage. Mr. Bolling stated that in the past month he has done a lot of research on the utilities and the way the houses are designed, and it is the staffs opinion that we go with the center channel design because of the way the utilities are installed and because the houses will have curb, gutter, sidewalk. If we go with the edge design, then people will lose part of their driveways. The center option is a bit more expensive, but it works better, and we will not need to redesign peoples driveways. The design will also include the elevations.

Mr. Bolling

stated that Wilson and Company are here to answer any questions. Brian Schalk, Design Engineer, stated that there is a lot of flow that comes down Winery Rd. Commissioner Carbone asked if this design would alleviate the flow on the side streets coming off of Winery.

Mr. Bolling

stated that it should mitigate some of the flow. Mr. Schalk stated that this is a challenging project because of the different constraints. His biggest concern is that they do not want to cause any adverse impacts downstream. His other concern is that the water flows all the way down to the highway and those pipes are not big enough to handle all the flow of water. Mr. Schalk also stated that they want to find the best fit for not only the citizens that live in the area but for the County as well. Mr. Koenig wants to make sure that residents driveways will not be washed out. Mr. Bolling stated that the water will flow and turn right at the northeast corner of 160 and will flow into a culvert. Mr. Schalk stated that we need to somehow slow the flow on the side streets with out causing adverse impacts to Winery. 3 Regional Transportation Commission – Minutes January 24, 2024

stated that we will need to work with the Water District because they are working on Grants for the flooding in Pahrump. Mr. Schalk stated that he has spoken to Dan Weeks, but nothing has been discussed regarding Grants.

Mr. Labossiere

asked if we could tie in underground upstream instead of having the flow come down to 160. Brain Schalk stated that by diverting the flow it causes impacts elsewhere and because there are potential intersection improvements in that area then we need to take that into consideration.

Mr. Schalk

stated that the water flows and puddles then turns right at 160 now. Beau Gott stated that with the channel they will be able to slow the water down. Mr. Bolling stated that on page 10 of the backup you will see the center channel that has a culvert in the southbound lane that will take the water and divert it to the west side of the road. Mr. Bolling stated that the water has never crossed the road. The depth of the channel will lessen the flow coming down Winery during regular 25-year storms. Mr. Koenig wants to make sure that we don’t flood Homestead. Commissioner Carbone asked what size the box culverts are. Mr. Bolling stated that they are 26’ wide with a 2’ deep concrete channel.

motioned to approve Alternative 1 in the amount of $4,328,100.00. Commissioner Boskovich second the motion. Approved. DISCUSSION regarding the potential upcoming Grant opportunities.

stated that he has additional back-up. Mr. Koening motioned to approve the additional backup. Commissioner Boskovich second.

Mr. Bolling

stated that he asked Wilson and Company to help out designing some of these Grant projects.

Mr. Brian

Schalk stated that there are many Grants and its usually best to submit to at least two different ones at the same time. He also stated that planning, study, or drainage projects are easier to get than construction projects. Depending on the conditions of the project the county match is anywhere from 10-20 percent. Commissioner Carbone asked when the deadline is to apply. Mr. Schalk stated that February is the deadline for the FEMA Grants and Spring for the others. Commissioner Carbone stated that BEC Environmental is working with the Water District on some of the water issue Grants. Mr. Bolling was not aware of that. closed this item and opened item 8 back up for the motion. UPDATE from Public Works Director on current and upcoming road projects and road conditions.

Mr. Bolling

stated that he has had multiple meetings with multiple companies regarding the work order system. Some of them work better than others with our Finance Department so we will need to have an internal discussion with Admin to see what one will be the best for us. Once we have done that then we will bring it to this Board for discussion and approval. Mr. Bolling stated that ultimately, he wants the system to be user friendly and that the requests go directly to the Road Supervisor and then once the work has been done it will notify the person making the request that it has been addressed, pending the user gives us their contact information. He wants the software to be able to tell us what work needs to be done in certain areas so that we can address all issues within that area at the same time. Mr. Bolling stated that whoever is doing the work will have a handheld device of some kind that reports back that the work is done, how long it took, and the costs associated with that work. The software will also report back to Finance and keep inventory as well.

Mr. Beau

Gott stated that we are filling potholes, and we are picking up more oil this week. Mr. Bolling stated that the new patching truck is working out great. We went from using 6 guys to using 2.

Commissioner Carbone

asked if there was a method to grading the bar ditches. Mr. Gott stated that they are cleaning those most affected by the flood so that the water will flow.

Mr. Gott

stated that he went to the Tonopah and Gabbs Town Board Meetings, and they went well. He will finish up the Chipseal List and have it finalized for the next meeting.

Mr. Labossiere

stated that there is not one single pothole on Farm Road. He is wondering when the second coat will be going on. Doug Blackstock stated that keeping an inventory for signs and whatnot would be beneficial. He also stated that the north area near Home Depot needs some gravel, and he is also concerned about why the grading at Chipotle looks the way it does.
