Bolling asked if the Board wanted to see the CIP update before sending it the BOCC for approval. Commissioner Boskovich stated, yes. NON-ACTION ITEM: APPROVAL OF THE AGENDA: No Changes APPROVAL OF THE MINUTES FROM 1/24/2024 MEETING:

motioned to approve the minutes, Boskovich second. Approved Regional Transportation Commission – Minutes March 20, 2024 FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the Fiscal Year 2024/2025 Budget.

Mr. Thomas

Bolling stated that the FY 24/25 Budget hasn’t changed much. The only change in the 10208 fund is the amount that we are going to spend on maintenance. Mr. Bolling stated that we have an agreement with NDOT now for the signal maintenance so that will just roll over each year. The Pavement Preservation & Materials is 1.8 million this year. Mr. Bolling stated that the Transportation is earmarked for 50K this year like all previous years. Pahrump Valley Public Transportation uses those funds every year. Commissioner Carbone stated that we may need to look at putting more funds into this. Mr. Bolling stated that if and when someone else comes forward and needs the funds then we would have to budget more money. Mr. Koenig stated that it would be appreciated to receive more than 50k in funding for transportation. Eric Wahlen from PVPT stated that their insurance doubled in a year. Mr. Whalen also stated that they help with Nye County School District and Health and Human Services. Mr. Bolling asked if they were expanding north. Eric replied that they are now servicing Amargosa and Beatty, but they have not gone to Tonopah at this time. Commissioner Carbone would like to have an item on the next Agenda to talk about what we can do for budgeting the Transportation fund. Mr. Bolling stated that they can modify the budget at this meeting if they would kike to.

Commissioner Carbone

stated that he would like to discuss where to get the funds. Mr. Whalen asked that the RTC write a letter of support to the State regarding the funds they receive each year. Nothing has changed in 10207 funds. Mr. Koenig motioned to accept and approve the FY24/25 Budget. Boskovich second. Approved. Mr. Beau

Gott stated that the selection of roads on the first page came from driving around and the requests that come in for maintenance. We also got some input from District Road Supervisors. Some of these roads will either be completely ground up or have an overlay. Mr. Bolling stated that Bell Vista will get an overlay first so that we can put chip on it. Mr. Gott stated that the goal is to double-chip most of the roads. The second page of roads listed is a chip seal that will go over an asphalt road and hopefully seal it up from water.

Commissioner Carbone

stated that on Mesquite there are areas that are not done correctly.

Mr. Bolling

stated that they used hot mix instead of cold mix. He would have liked to use the hot mix on all of it, but it costs a lot more money.

Mr. Gott

stated that they went to some Town Board meetings for their input on roads in the Amargosa/Beatty and Tonopah areas. They will be doing chip on Dynamite Road in Tonopah, and we will also chip the roads in Gabbs that were recommended by the Town Board.

Commissioner Carbone

asked about the roads in Crystal. Mr. Gott stated that we have been 2 Regional Transportation Commission – Minutes March 20, 2024 discussing whether we can either put it back to gravel and double chip it or take what’s there and overlay it with cold or hot mix. Commissioner Carbone stated that maybe we should get some kind of an agreement from these trucking companies to drive on it. Mr. Bolling stated that we can’t stop them from driving on it and we don’t have any kind of mechanism to hold them to it. Mr. Bolling stated that we have reached out to the DA regarding this. Mr. Gott stated that the Road crew is out there today patching. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION regarding the approval of the 2023 Streets & Highways Plan Update

Mr. Bolling

stated that this is the update for Streets and Highways. It’s a lot of the same from the 2017 update. If you turn to page 6 you will see the most current conditions of the roads from Micro Paver. On page 9 you will see the PCI of those roads. Mr. Bolling stated that the last time we did the PCI’s was in 2022. Crack sealing of the roads should be done every 3-5 years. On page 17 you will see the suggested roads, based on PCI that need to be fixed throughout the years. Mr. Koenig stated that without the funds to fix these roads they are just going to get worse. Mr. Bolling stated that if the Deisel Tax passes that will give us 3.5 million dollars in revenue to fix these roads.

Mr. Bolling

stated that based on this discussion he thinks that some of these PCI numbers need to be updated, revisit some things, and brought back to this board for further discussion. Mr. Koenig stated yes, that would be his motion. Commissioner Boskovich second. UPDATE from Public Works Director on current and upcoming road projects and road conditions.

Mr. Bolling

stated that we are starting to do the Chip List. We have the bids out for oil, and we will utilize different vendors for the materials. We plan on doing 50 miles of chip. We are still waiting for approval to remove the trees in the ROW on Tamarack. Commissioner Carbone asked what can be done on Arnold Court. Mr. Gott stated that doing gravel maintenance on Corbin is all we can do. As long as Corbin stays maintained then Arnold Court should be accessible. ACTION: set time and Date for next Meeting:

Mr. Doug

Blackstock stated that his road is on the chip list, and he is happy to see that. He also asked when Basin will be done. Mr. Bolling stated that they are going to start the final striping and removing the delineators when they are done patching. Mr. Blackstock asked about the manholes on Blagg. They did not remove the old asphalt and they just tossed it to the side; it looks really bad. The other thing is that there are a lot of stop signs that need repair. Also the 3 Regional Transportation Commission – Minutes March 20, 2024 trash dumpsters need to have some kind of a reflector on them since they re in the ROW.
