Mr. McGill

Labossier stated that the red reflectors on Mecca are dirty and causes problems when coming to the Stop sign. He is asking that the reflectors be changed to yellow.

Ms. Dawn

Duncan stated that she here from Crystal and would like to discuss the main road into Crystal. She stated that the mining company is not maintaining the road that they use with heavy machinery. This is causing some major damage to the road and to vehicles. These trucks travel through town at night. She has reached out to them several times and was told that it is the county’s responsibility. She is asking for some relief. She suggested that we reclassify the road from general public use to something else with restrictions on weight. La Hoist is shifting their responsibility to the County when they have their own road that they can use but chose not to. This is the only road that residents can use, they only have one way in and one way out. Laura Vavricka, resident from Crystal, NV stated that the road in Crystal is completely deteriorated and that her car has had to have repairs because of it. She has been there since Regional Transportation Commission – Minutes July 17, 2024 1999 and they have had several mining companies out there but none of them have abused the road like Lahoist is now. Rick Heater, resident of Crystal stated that he looked up on the internet what the weight limit on 2-inch asphalt is and its 8000 pounds. Bryan Wulfenstein stated that Wulfenstein Construction has been in contact with Lahoist concerning the roads, not only the county road but their road as well. Bryan wants the Board to know that they would like the parties to come together and come up with a solution. COMMISSIONER/MEMBER COMMENTS:

Mr. Beau

Gott stated that they are well aware of the road conditions in Crystal. They go out and patch but the potholes just some back from the wear and tear. This road is ¾ mile long.

Mr. Gott

stated that the guys were working overtime last Friday to patch it up. Mr. Bolling stated that the road was never built to standard. It does not have a base. He thinks that one of the items on today’s agenda may be a good start to help the residents in Crystal. Commissioner Carbone stated that there needs to be something on the next agenda to help these residents in Crystal. Mr. Bolling stated that changing the road classification will also require enforcement that we do not have out there. Commissioner Carbone stated that we need to send them a letter telling them that they need to start helping pay for the road. Mr. Koenig stated that since it’s the only road in and out we need to do something. NON-ACTION ITEM: APPROVAL OF THE AGENDA: No Changes-Approved APPROVAL OF THE MINUTES FROM 3/20/2024 MEETING:

Mr. Koenig

disclosed that he sits on the PVPT Board and will recuse himself from approving anything in this item. Me. Eric Whalen stated that they were contacted by Nye County Finance, and they told him that they were not using their ARPA Funding fast enough. They were anticipating the after- school program in Amargosa, but it did not come to fruition. Mr. Whalen has come up with some ideas to utilize the funds by doubling up the number of rides in Beatty. We are also going to go under the umbrella with Vet Trans, who only gives rides to and from medical appointments. We are going to utilize funds by giving free rides to the Veterans for anything they may need, grocery store, haircuts, etc. Commissioner Carbone asked if they go to Crystal.

Mr. Whalen

stated that they do not, but it doesn’t mean they can’t and won’t. Me. Whalen stated that he will b submitting the necessary documents for the transportation funds next week. 2 Regional Transportation Commission – Minutes July 17, 2024 PRESENTATION, Discussion and Deliberation regarding Wulfenstein Construction Company Bryan Wulfenstein thanked the Board for the opportunity to present this. He also stated that its ironic that the residents of Crystal are here today because he has talked to Lahoist about this pavement reclamation.

Mr. Mike

Concannon presented the FDR (Full Depth Restoration). He asked if anyone would like to see the full video to reach out to him at Pavement Recycling Systems.

Mr. Koenig

stated that by using this method you would end up using less material. He also stated that its cost effective.

Mr. Bolling

asked if you have to use Type II to stabilize or can you use the native material and mix it with cement or lime. Mr. Concannon stated that you can use the native material by itself.

Mr. Bolling

stated that there was a project on Anvil and Powerline that there was no stabilization and tis still performing well. Mr. Wulfenstein stated that there wasn’t much clay in that soil, and they pulverized it and put 3 inches of asphalt on it. Another project was Leslie, which has high truck traffic, the county added some base on the existing road and that road is also holding up well.

Mr. Wulfenstein

stated that when they do their next project, he would like the Commissioners to come and see how it’s done.

Commissioner Carbone

asked about the cost to haul the equipment. Mr. Wulfenstein stated that they would take all they needed at the time of deployment and the road be usable that day. Mr. Wulfenstein stated that the construction time is also less. It would roughly be 750,000 a mile.

Mr. Bolling

stated that they used this application on the 160 and it’s a great product.

Mr. Wulfenstein

stated that they are happy to work with the county to utilize this application.

Mr. Koenig

stated that he would like to see an agenda item utilizing one of our roads.

Commissioner Carbone

would like the Board of County Commissioners to see the full presentation as well. UPDATE from Public Works Director on current and upcoming road projects and road

Mr. Gott

stated that not much has changed since the last meeting but hey have completed 13.5 miles of chipseal. They have fallen behind on weeding and shouldering. They plan on moving the chipseal to Amargosa next week and after that they will head to Gabbs and Tonopah. ACTION: set time and Date for next Meeting:

stated that Powerline is starting to weather.

Mr. Doug

Blackstock stated that the work Jarvis needs to be done. He also likes the cement treated base. He also stated that there is a conference in Arizona that the Road Department might benefit from. He also asked if we use the prisoners for clean up in town. Dawn Duncan thanked Public Works for the communication. She also stated that she would like to see the road in Crystal reclassified so that they don’t keep having problems in the future and is requesting that a letter be sent to Lahoist and Whitman Trucking regarding using their own road.
