Mr. Eric

Whalen from Pahrump Valley Public Transportation gave an update to the Board and thanked the members for their continued support. Mr. Whalen stated that they handle almost all the transportation for Health and Human Services and two programs for the School District where they take students to get on the job training. One of the groups of disabled kids are getting on the job training at Goodwill, where we take them three times a week. The Veterans program is doing great, and they receive funding through ARPA and get over 100 trips a month. This is for Veterans who do not qualify for the Veterans Program. The Veterans Program only provides transportation for medical or pharmacy. Veterans that need transportation for things like haircuts or leisure, we are able to help. We're having a huge response from that, and we are so grateful for your help. I haven't heard anything negative so hopefully that program will continue. COMMISSIONER/MEMBER COMMENTS:

Carbone stated that there are a lot of potholes on Blosser Ranch that need to be addressed. Commissioner Koenig

motioned to appoint Commissioner Jabbour as the Chair and seconded by Carbone. Carbone motioned to appoint Commissioner Koenig as Vice Chair and seconded by Jabbour. Commissioner Jabbour stated that Mr. Carbone has already been solidified as the Member at Large. Discussion and Deliberation regarding the RTC Budget for Fiscal Year 2025/2026

Mr. Bolling

stated that this budget can be used for maintenance or intersection safety or capital projects that are approved. Mr. Bolling also stated that for every dollar not spent to maintain the roads it will require at least 4 dollars to repair them, that’s an average of a million dollars a year that we do not have. The Budget is 12 million dollars short to repair and maintain all the roads we have right now. Commissioner Koenig asked how much of that 12 million goes to salaries. Mr. Bolling stated that he can provide real numbers at a later date. Mr. Bolling stated that the budget for the 10207-9 cent Fund is 2.4 million and the budget for the 10208-1/4 cent fund is 2.8 million. Public Comment: Eric Whalen stated that at the last meeting he attended for the RTC he was looking at possibly increasing the $50,000.00 budget for transportation and he was wondering how he goes about getting that increase this year.

Mr. Doug

Blackstock stated that a lot of people are wondering how the money is spent in Public Works and suggested that an evening meeting might have a better turnout of folks. He also heard the prevailing wage was going to stop.

Mr. Ed

Kelly stated that he supports PVPT getting a larger amount in the budget because the costs have gone up. He also inquired about Wilson Road and it being wider.

Mr. Bolling

stated that the request for the increase for the PVPT budget needs to be in writing and approved by this Board. He also stated that we are acquiring ROW’s on Wilson so that we can widen it but that takes time.

Commissioner Koenig

motioned to approve the 2025/2026 Budget. Carbone second. Approved. Update from Beau Gott regarding the Roads and Projects in Nye County

Mr. Bolling

commended Beau for all the work he has put into this presentation. Mr. Beau Gott stated that we are preparing for our regular maintenance along with chip sealing and overlaying roads, unfortunately we are limited as to how much we can chip due to the budget shortfall. Beau stated that we plan to chip 50 miles of road this year throughout Nye County. The back- up lists the roads that we plan to do. Beau stated that Belmont Road continues to fall apart so we will need to divert some of the money from Tonopah to fix it. 2 Regional Transportation Commission – Minutes March 19, 2025 Beau stated the Street Lighting Project was started back in 2021. We have installed 5 in Pahrump, and we have 30 more to install at the proposed locations listed. Beau also stated that Valley Electric changed most of the lighting to LED. Beau doesn’t think they are as bright.

Commissioner Jabbour

stated that we are paying for less of a service by not having the proper lighting. Commissioner Jabbour stated that he would be willing to transport the lights and poles to Round Mountain. Beau stated that he has already put a plan in place to get those up to Round Mountain. Beau stated that Beatty, Amargosa and Round Mountain have their lights allocated, we just need to know where to install them. He will be going to the upcoming Town Board Meetings to discuss the matter. ACTION: Set time and Date for next Meeting:

made a motion for the 16th of April at 9:00am. Mr. Carbone second. GENERAL PUBLIC COMMENT: (second) Doug Blackstock stated that maybe we could get with Valley Electric and let them know that we need a higher wattage bulb. He also thinks that it may benefit the county by having a certified electrician on staff. He also asked if Basin was complete. COMMISSIONERS’ MEMBERS COMMENTS: (second)

Mr. Bolling

addressed Mr. Blackstock’s question regarding Basin and stated that Basin is not yet 100% complete because of the massive rain we fell behind on maintenance of intersections and weeds. We are getting back to finishing it. Beau stated that the Rip Rap that we are using is coming out of the Amargosa pit. Mr. Carbone asked if we have any positions open at the moment. Beaus stated that the only open position is in Tonopah, we have filled all the positions in the South and Central areas.

Mr. Bolling

stated that we have an engineering company come out and fix lighting issues and then we get reimbursed by the State.

Mr. Carbone

asked about Winery Road. Mr. Bolling stated that we got notice of receiving a grant, but the design is over and above what we initially requested. We are waiting for the engineers plans and then we will bring them to this board. FEMA came back and said that we would need to install a center concrete drain which made the amount 10 million more than we anticipated.
