Jordan (Phone) PLEDGE OF ALLEGIANCE: GENERAL PUBLIC COMMENT: John O’Brien stated that there is a project that is proposed to be built on Frontage Road, and he is concerned about the traffic in that area. The approach will not handle the traffic coming in. He stated that the traffic will be backed up from Wells Fargo. He also stated that all of the roads in Nye County are impacted because of the growth. He also urges NDOT to put a Right turn lane in on 160 and 372 before the project gets approved and to also look at where they are wanting to install the fuel tanks on that property. Arnold Knightly stated that he posts the agendas for the meetings online. There were 700 impressions and 4 shares. COMMISSIONER/MEMBER COMMENTS:

thanked Mr. O’Brien for the questions he asked at the RPC Meeting and reminding everyone about safety.

Mr. Carbone

stated that the plan that was presented at the RPC for the corner of 160 and 372 is going to cause more traffic so we need to look at what Frontage Road is going to present to the Regional Transportation Commission – Minutes June 16, 2025 public. Mr. Carbone would like to get something on an Agenda so that we can talk about Frontage Road.

Commissioner Koenig

stated that the traffic discussion would have to happen after the project is approved because of the RPC guidelines. Jabbour stated that it is our job to review that situation and bring up the questions regarding traffic in that intersection. He also asked Mr. Bolling how many feet the ROW in that area is and Tom stated 100’. He also stated that this project would go through site development, and they will be required to do a traffic impact analysis. Our engineers will suggest for things for them to do. This includes NDOT’s area, and they will require them to address those issues as well. There are ways to mitigate the traffic.

Mr. Bolling

stated that in the BoCC Meeting yesterday there was a lot of discussion about the traffic. Tom has an issue with cell phone use but there is no proper enforcement. Jabbour stated that he needs to bring that up in the next meeting. Chief Scott Lewis stated that the traffic issues are bad, and cell phones are big problem, but he does not have the authority to pull people over. He does document it on reports. He also stated the majority of our accidents still occur at controlled intersections. Jabbour asked Arnold Knightly if this was something he could post on the website, regarding cell phone usage. Arnold stated that he can put something on there to remind the public. Jabbour would like to know what those insights are. Discussion and Deliberation regarding the intersection improvements at Homestead and Gamebird for a roundabout or a signalized intersection

Mr. Bolling

stated that the updated traffic counts for this intersection have gone up. In the back up there are three options. A roundabout, multiple left turn lanes in all sections or just a turn lane in the center. The third option can be done just by restriping, but it still needs to be engineered. The roundabout would be the least amount of maintenance and last the longest and have the least number of accidents. Mr. Carbone stated that his biggest complaint with the roundabouts that we have now is that they weren’t built properly.

Mr. Bolling

stated we do not have costs on any of these options. We just want to start the conversation and see if they want to do a long-term fix or short-term fix. The restriping would be the least amount, roughly $25,000 for engineering and about $10,000 for the striping. The roundabout would be about 4 to 500,000 or more. Mr. Carbone stated that we paid $900,000 for the one on 372. Jabbour asked if we have monitor strips, Mr. Bolling stated yes. Jabbour would like to have those down so that we can monitor it. That way we can prove that it is a detriment to the public and we will have more information to give the BOCC. Mr. Bolling stated that he just wants this board to approve staff hours to compile the information at this time. The cost is roughly $15,000. Mr. Carbone thinks that a roundabout would be best in this 2 Regional Transportation Commission – Minutes June 16, 2025 intersection. Commissioner Koenig stated that roundabouts are safer but expensive, and we don’t have the funding for that. Mr. Bolling stated that we can reach out to engineers and get quotes for all three designs and put them in a nice little package, bring it back to this board so that you can make an educated decision on how you would like for us to proceed. Mr. Bolling stated that we would need a couple of months to compile the information needed.

Commissioner Jabbour

asked about a signalized intersection. Mr. Bolling stated that a signalized intersection in this area would be about a million dollars. The poles alone are $250,000 each. Commissioner Jabbour asked Elizabeth Jordan how much it would cost in man hours to get the information. Liz replied that it would be about $18-20,000. Liz also stated that we can set aside the funds in FY26 to pay for it.

Mr. Carbone

made a motion to allow staff to provide information back to the RTC regarding the study of this area not to exceed $20,000.00. Commissioner Koenig second. John O’Brien stated that he is a 37 year resident and, in that time, we have made many improvements to this intersection. Flood water is also a concern in this area. They put a bar ditch that runs down the north side of Gamebird to Winchester and no water travels in that area because the entrance is blocked. He also stated that traffic backs up from Jeane to Elderberry in the afternoons, daily. When Circle K was built, they put in a sidewalk and removed the bike lane that motorist used as a right turn lane. People are too impatient to wait for a stop sign. Mr. O’Brien stated that he spoke to Sherrif McGill about enforcement in that area and he said he enforces that area heavily, especially in the evenings. The major crime is that they blow the stop signs, so proper design is essential for this area. Mt. Falls is growing so something needs to be done. Tim Bohannon stated that he uses this area frequently and sometimes tries to use an alternate route because of the traffic. He is ok with roundabouts, stop signs are already an issue at this intersection. He also stated that the traffic needs to be watched for the Family Dollar parking area. Chief Scott Lewis stated that there is traffic back-up at the roundabouts that we have now. Pedestrian management is placed too close to the existing roundabouts, so we need to keep that in mind. The intersection at Gamebird and Homestead is already designed at an odd angle. The 160/Gamebird area is flood risk and that water travels toward this intersection. With Spring Mountain developing more we will need to make sure it is designed to withstand the runoff. Gamebird was designed to be alternate route from going in town, but it has created a ripple effect, and we now have more accidents at Barney and 372 because of the traffic using Gamebird.

asked about the accidents at this intersection. Chief Lewis stated that we get a significant number of accidents in this intersection. Update from Beau Gott regarding the Approved Material List

Mr. Bolling

stated that we have had a lot of issues with contractors regarding what they can put in the Right of Ways. We would like to use an Approved Material List for them to adhere to when building in the ROW’s. We will update this list yearly. The materials will be tested, and the contractors can pick from that list of materials. This will only be for the PRPD (Pahrump 3 Regional Transportation Commission – Minutes June 16, 2025 area). Mr. Carbone asked how often the materials will be tested. Me. Bolling stated that it depends on the material. It could be weekly or monthly and we will update the list yearly.

motioned to approve the use of a Material List. Mr. Carbone second. Reopened- Mr. Carbone asked when this list would be available. Mr. Bolling stated that we would launch it in January. Update from Beau Gott regarding the Roads and Projects in Nye County

Mr. Gott

stated that we have kicked off the Chipseal and things have been going well. The gray highlighted streets on the back-up are complete. We have finished 9.3 miles so far. Mr. Gott stated that the blue highlighted streets are the ones that still need to be done.

stated that we started in Pahrump this year and we will move to Amargosa and Beatty once we finish up this area. Tonopah will probably not be done this year as we do not have a material supplier in that area.

asked about Belmont Road. Me. Bolling stated that we are looking for Suppliers and once we have found one then we will continue Belmont.

asked if we supply Gatorade or water to our guys. Beau stated that we supply ice and water, and every person has a 3-gallon jug. Mr. Bolling stated that it is required by OSHA.
