Darrell Lacy related that a meeting had already been scheduled with a member of the Tri-County Weed control organization who will tour the area in August to give us his thoughts on eradicating the noxious plant from the area. f. (01:38:10) Report from other individuals, groups and or agencies regarding water-related issues: For informational purposes only. 6 NYE COUNTY WATER DISTRICT July 29, 2013 Cheryl Beeman, a Community Planner for Nye County, gave a brief update on her study regarding land use and water consumption in the Pahrump Valley. She would like to come back at a later date to present her findings or water use assumptions to the Board. In consideration of the different types of water usage in the valley, she is trying to figure out a gallons/capita/day water consumption figure. She is targeting her consumption figures upon an 80,000-100,000 population base using current perennial yield figures for the valley that come from the DWR (12,000 AF) with the addition of water captured for reuse and the importation of water from other areas of the County (approximately 20,000 AF). Conversation ensued around the urgency of putting a conservation plan in place to will show the DWR that we are actively working on correcting the problems related to the over allocation of paper water rights in the valley. Darrell Lacy noted that an inventory of all the existing water rights in the valley needs to be performed in order to figure out which ones are actually being utilized. Possibly some of the supplemental rights can be relinquished back to the basin. There is the potential for an additional 5,000 to 10,000 more AF available for relinquishment from those supplemental rights. The urgency of conducting a special meeting with the State Engineer, the Water District and the BOCC was discussed. James Eason stressed that the Water District needs to educate the public as to what the responsibilities are of the Water Board versus those of the BOCC as it affects water in the County. Oz related that the DWR is currently considering raising the Perennial Yield figure for the Pahrump Valley since the 12,000 AF number appears to be a bit low. He felt that the 20,000 AF per year that Cheryl is using in her assumptions may be quite reasonable.
