suggested some criteria to consider when filing a protest: Whether a basin was dedicated; the amount of water to be moved; how long it has been since the water was put to beneficial use; how many times the water has been transferred without being used; the purpose or intent of the transfer, etc. Michael Lach suggested that perhaps the Board give Darrell Lacy “blanket” approval to file protests for the next 60 days until a set of guidelines and budget matters are resolved. This way protests may start to be filed immediately. Jay Dixon suggested that 5 Nye County Water District Governing Board March 24, 2014 Staff present to the Board a monthly listing of Nye County water applications for their review. Mr. Lacy noted that due to having monthly meetings, the Board may not be able to review each application in a timely manner. He suggested that the Board grant him the authority to file on applications that he finds problematic if there is no time for prior Board review. Jay Dixon moved that the Board give Darrell Lacy, General Manager, the authority to file protests as needed, and that Mr. Lacy bring to the Board a list of all applications every month in the form of a standing agenda item. John MacLaughlin seconded the motion. There was no further discussion. The motion was approved with a unanimous vote of 6- 0 in favor.

related that Oz Wichman did attend the Diamond Valley hearing for the establishment of a groundwater management plan for that basin. A report on that meeting is included in the back-up material.
