Mr. Lach

restated his motion to state that the applicant brings back the proposal showing the actual water usage along with a water dedication amount based upon a 3/1 ratio (usage x 3 = dedication amount). For a project that uses 10 acre feet, 30 acre feet would be required: 10 to use and 20 to be relinquished. Greg Dann expressed that we are no longer in a “normal” situation with regards to the basin and more extreme measures need to be taken. Jim Weeks seconded the motion. The motion passed with a vote of 5-1 in favor. Greg Dann was the only dissenting vote. Darrell Lacy related that a special meeting could be scheduled before the next regular Water Board Meeting in order to address the revisions for this project so that this matter could be expedited forward to the BOCC.

15. (02:43:54) District Member, Staff and Liaison Reports/Comments

Mr. Lacy

felt that this is a local issue and not that of the Federal Government. This may affect some of the proposals included in a Groundwater Management Plan. There was also a proposal for the Amargosa Valley that may potentially contaminate groundwater. He asked if the board may wish to consider holding an early January meeting to address both of these issues and possibly the Civilwise proposal for water mitigation so it can move forward to the next BOCC Meeting. There is still a small window of time for scheduling. It was noted that the BLM proposal is also being evaluated at the state level. II. Oz Wichman
