Mr. Lacy

discussed the amended order that the State Engineer is proposing for Basin 162 regarding moving water rights from the valley floor to the fan. This issue will be included on the April Agenda as a topic for discussion and an opportunity to provide comment to Mr. King. He briefly explained another new bill proposal, AB 347, that defines the new classification of well, “domestic conservation well”, which would allow ½ AF of water usage and is required to have a meter. This would affect wells statewide that are in designated basins.

Mr. Wichman

noted that on Wednesday and Thursday of this week, the Senate Subcommittee will be hearing SB’s 65 and 81. If they make it through the subcommittee they will next move on to the Senate floor. Michael Lach announced that he will be stepping down from his position on the Water Board after the next meeting in April. He commented that this board needs to make some hard decisions in order to move forward. Mr. Lach felt that he did not have enough time available to properly address Water District concerns.
