Schinhofen confirmed that the pond liner recommendation would go to the Board County Commissioners for approval and then any further revisions can be made. During public comment John Bosta expressed his concern regarding the drainage from the cultivation facility and the usage of a permeable barrier. John recommended that a monitor well be required. There was general discussion regarding a monitoring well. Oz and Dan Sweeney concurred that they would not attach a monitoring well requirement to the Cultivation Facility because of the minimal water usage. Jack Freeland stated that there is a possibility that a monitor well would not be accurate due to the uncertainty of channeling (or flow) direction of underground water. Ken Searles made a motion with consideration that a pond liner be used for purpose of an evaporation pond, and further approved by Board of County Commissioners, he would approve such motion. Dan Sweeney seconded the motion. The motion passed with a 7-0 vote. Dave Hall addressed Sandra by asking her if she understands what is required of her, to comply with the request of the WDGB regarding the pond liner. Commissioner Dan Schinhofen mentioned that Sarah, a representative from NCCA with the knowledge and background of cultivation facilities, was present and would give the Water District Governing Board a tour of a Medical Marijuana Establishment (MME) and explain the process.
