disclosed that he had private business interests and owned water rights in Pahrump and Amargosa. He went on to explain that he would recuse himself from any item which he felt presented a conflict of interest. Mr. Lach stated that he was a property owner in Nye County and owned water rights in Northern Nye County and Nevada. He stated that there was nothing on the agenda that would preclude him from voting. Nye County Commissioner Debra Strickland stated that she was a water well driller and a broker of water rights but that she was not a member of the board and could not vote. Mr. Miller stated that he also owned water rights and was a property owner but that he did not see on the agenda that would preclude him from voting. Nye County resident Susie Hertz thanked the board for their determined efforts. Nye County resident Maryann Hollis recognized the efforts of the board to move forward with the proposed ordinance. Nye County resident Karen Waldman thanked the board for their effort and questioned at what point in the process would the relinquishment take place. Nye County Water District general legal counsel Therese Stix explained that the proposed passage was generally a presentation for the Nye County Commission to consider and not binding until such time as ratified by the BoCC. He went on to state that out of an abundance of caution that he would recuse himself for the item as he was in discussions with a solar developer in Amargosa Valley and left the room. Nye County resident Tammy Pitman mentioned she appreciate the steps the board had taken to ensure quality of the Cloudseeding program..
