Mr. Lach mentioned that he was a holder of water rights in Nye County. Nye County Commissioner Debra Strickland disclosed that she was a licensed well driller in the State of Nevada but as she was not a voting member of the board she did not present any risk of a conflict. Mr. Lach disclosed that he had had discussions with a business entity that was on the agenda but that he did not feel there was a conflict of interest that would prevent him from voting on any agenda item. (00:08:27) FOR POSSIBLE ACTION - Discussion and deliberation to approve or deny the submission of Grant Opportunity #R25AP00577-00 from the U.S. Department of the Interior — Bureau of Reclamation, prepared by BEC Environmental, inc. for potential funding of the design and engineering of Rapid Infiltration Basins within Nevada Hydrographic Basin #162. If approved and awarded by the U.S. Department of the Interior — Bureau of Reclamation, the federal award share would be $295,000, with a non-federal match of $307,000 from the Nye County Water District and its partnering agencies. (00:44:31) FOR POSSIBLE ACTION - Discussion and deliberation to approve payment for Nye County’s annual Membership Assessment to the Central Nevada Regional Water Authority for the 2026 Fiscal Year in the amount of $7,500.00. (00:48:29) FOR POSSIBLE ACTION -— Discussion and deliberation to approve, amend and approve or reject forwarding changes to Nye County Code 16.28.170.H(3) to introduce new water rights relinquishment requirements by new residential subdivision developers. The proposed changes to Nye County Code 16.28.170.H(3) were recommended by Nevada State Engineer and administrator of the Nevada Division of Water Resources Adam Sullivan's office and composed by Schroeder Law Offices, P.C. The letter requests an evaluation of the District's progress to date and further seeks the direction of the Board of County Commissioners regarding future actions and initiatives to be pursued by the Nye County Water District Governing Board. The item died for a lack of motion. No action was taken by the board. Nye County Commissioner John Koenig told the board they were doing a good job and that if he had a problem he know where the Manager lived. Nye County Resident Linda Clark told the District they she felt what they were doing was fine.
