Nye County Commissioner Debra Strickland disclosed that she was a licensed well driller in the State of Nevada but as she was not a voting member of the board she did not present any risk of a conflict. (00:04:31) FOR POSSIBLE ACTION -— Discussion and deliberation to approve Nye County Water District Governing Board Resolution 2025-02 in support of Grant Opportunity #R25AP00577 from the U.S. Department of the Interior — Bureau of Reclamation, for the design and engineering of up to three Rapid Infiltration Basins within Nevada Hydrographic Basin #162. If approved and awarded by the U.S. Department of the Interior — Bureau of Reclamation, the federal award share would be $295,000, with a non-federal match of $307,000 from the Nye County Water District and its partnering agencies. This resolution ratifies the decision to approve the submission of the grant opportunity during the October 14, 2025, NCWDGB meeting. Upon approval, the resolution will be included with final documentation required by the Bureau of Reclamation. (00:16:06) FOR POSSIBLE ACTION - Discussion and deliberation with possible action to approve or reject Nye County Water District Governing Board Resolution 2025-03 adopting the update of the Nye County Integrated Source Water Protection Program Plan recently completed by Resource Concepts Inc and assisted by staff from BEC Environmental Inc. This item will impose no financial impact. (01:15:10) FOR POSSIBLE ACTION - Discussion, deliberation and consideration to approve, amend and approve or reject a request for funding of BEC Environmental Inc. Work Order #7 in the amount of $20,000 for technical services on an as-needed basis to support the Nye County Water District General Manager. wanted to state that he was opposed to any movement of water in Nye County that would support Utility Scale Solar Projects. Mr. Lach explained to the District that he was in communication with Great Basin Water Company about the problem of “Zombie Lots” and that he was working on a possible solution for those lots without utilities but inside of a utility tariff area.
