7. (00:00:NA) Disclosure Of Ex-Parte Communications and Possible Conflict of

Mr. Goedhart

disclosed that he owns water rights in Nye County and explained that he would recuse himself if he felt there were any conflicts of interest. Mr. Miller explained that he held water rights and would disclose if there was any conflict of interest. Mr. Lach mentioned that he was a holder of water rights in Nye County. Nye County Commissioner Debra Strickland disclosed that she was a licensed well driller in the State of Nevada but as she was not a voting member of the board she did not present any risk of a conflict.

made a motion to accept the proposed Fiscal Year 2026-2027 Tentative Budget of the Nye County Water District Governing Board. Mr. Lach offered a second to the motion which was approved through a unanimous vote of 5-0.

made a motion to approve a request for funding of BEC Environmental Inc. Work Order #8 in the amount of $20,000 for technical services on an as-needed basis to support the Nye County Water District General Manager. Mr. Holden offered a second to the motion which was approved through a unanimous vote of 5-0.

18. (00:45:42) FOR POSSIBLE ACTION – Discussion and deliberation to accept, amend

made a motion to accept Nye County Water District Resolution 2026-5 which would create a new Fund to establish a separate special revenue fund dedicated exclusively to grant awards secured by the Nye County Water District. Mrs. Williams offered a second to the motion which was approved through a unanimous vote of 5-0. 16. (01:24:55) FOR POSSIBLE ACTION – Discussion and deliberation to accept, amend and accept or reject a protest letter composed by the General Manager to be sent to the Nevada Division of Environmental Protection on a proposed hazardous medical waste mitigation facility planned to be built in central Pahrump by MediWaste Disposal LLC. Nye County resident Doug Blackstock said that he supported the Board being concerned about the proposed project and suggested the Private Well Owners did not support the project. made a motion to accept and amend the protest letter by removing Items #2 and #3 from the body of the letter on a proposed hazardous medical waste mitigation facility planned to be built in central Pahrump by MediWaste Disposal LLC before sending to Nevada Division of Environmental Protection. Mr. Lach offered a second to the motion which was approved through a vote of 4-1 with Mr. Holden voting against. Contact with Mr. Lach was briefly interrupted.

made a motion to set the date, time and location of the next Water District Governing Board meeting for Tuesday, May 26, 2026 at 10:00 a.m. at the Pahrump Commissioners Chambers. Mrs. Williams offered a second to the motion which was approved through a unanimous vote of 5-0.
